DTSC Covered electronic device list Updating the list Workshop April 8, 2005

Definition/Scope Definition of a video display device: an electronic device with an output surface that displays, or is capable of displaying, moving graphical images or visual representation of image sequences or pictures, … including, if applicable, a device that is an integral part of the display, in that it cannot be easily removed from the display by the consumer. A VDD may use a CRT, LCD, gas plasma, digital light processing or other image projection technology. [PRC section 42463(t)]

Definition/Scope Definition of covered electronic device: A video display device containing a screen greater than four inches, measured diagonally, that is identified in the regulations adopted by the department pursuant to subdivision (b) of Section of the Health and Safety Code. [PRC section 42463(f)(1)]

Definition/Scope Definition of covered electronic device (cont.) “Covered electronic device” does not include any of the following: (A) A video display device that is a part of a motor vehicle, as defined in Section 415 of the Vehicle Code, or any component part of a motor vehicle assembled by, or for, a vehicle manufacturer or franchised dealer, including replacement parts for use in a motor vehicle. (B) A video display device that is contained within, or a part of a piece of industrial, commercial, or medical equipment, including monitoring or control equipment.

(C) A video display device that is contained within a clothes washer, clothes dryer, refrigerator, refrigerator and freezer, microwave oven, conventional oven or range, dishwasher, room air conditioner, dehumidifier, or air purifier. (D) An electronic device, on and after the date that it ceases to be a covered electronic device under subdivision (e) of Section of the Health and Safety Code. [PRC section 42463(f)(2)].

Scope Determination The department shall adopt regulations that identify electronic devices that the department determines are presumed to be, when discarded, a hazardous waste pursuant to this chapter [H&SC section (b)] (electronic device = video display device)

CHAPTER 11 - APPENDIX X Subsection (c): Electronic wastes presumed to be hazardous: Cathode ray tubes (CRT) > 4 inches CRT devices containing CRT > 4 inches Computer monitors containing CRT > 4 inches Laptop computers with liquid crystal display (LCD) screens > 4 inches LCD containing desktop monitors > 4 inches Televisions containing CRT > 4 inches Televisions containing LCD > 4 inches Plasma televisions > 4 inches

Hundreds of new devices every year How should DTSC choose which devices it tests? By VDD type? By some other factors?

Right now, everything with a CRT is covered (CRT devices) Does it make more sense to go with type of video display instead of individual device type? E.G., All LCD containing devices instead of testing and listing LCD televisions, LCD desktop monitors, LCD DVD players.

Possible factors Quantity in MSW stream (N) Degree of hazard (H) Combination (N x H) Quantity sold? Quantity recycled? Other reg. programs (cell phones)? Market (equal playing field)?
