1 December, The world has changed and the legislator has reacted :  Awareness: research results have an economic value!  The US have done it for a long time – Bay-Doyle Act  Assumption of the public and some parlamentarians: research at the universities cost a lot of tax payer money and the transfer of the results into products is not effective enough  Discussions with industry: industrial partners are less interested in „published knowledge and know-how“– universities on the other hand should and must publish. Since confidentiality is difficult at the universities intellectual property has to be protected.

Art. 2Purpose 1. The ETH and the research institutes shall: a) Educate students and specialists on scientific and technical topics and guarantee a permanent continuing education; b) Enhance scientific insight through research; c) Foster the new scientific generation of talents; d) Offer scientific and technical services. e) Render public relations; f) Exploit its research results.
