Scientific Journals Mission of scientific publishing  Assure visibility, optimize accessibility to re-use and remix validated results …but…dissemination of valuable material depend on editorial excellence and peer review …and… for the evaluation and impact of articles, the scientific community relays on indexing services and journal databases.

Organize an orderly workflow- Open Journal System has introduced methodology to the handling of manuscripts (transformed amateur editors) Quality: Passing peer-review Excellence: means winning in a competitive framework.  Local journals do not receive a substancial number of articles and they loose visibility.  This situation literally deprives Latin American journals of their best contributions.  Local Journals will be condemned to a secondary role. Regional Problems

Scientific Journals Different approaches: one goal LATINDEX : Directory of journals SciELO: two notions of excellence, one central, pushing the regional journals into the Web of Science and more recently SCOPUS and one regional. Selecting the best journals in the region and promoting them localy and internationally. Developing metrics of its own database. Paradox: national granting agencies demean national publication …. relay too much in the “impact factor and international metrics” Negative impact in the regional and national publishing groups On the one hand, promote regional national efforts, on the other hand, on the evaluation level, these journals account for little Scientific Journals

Houssay with the Nobel Price of Physiology and Medicine for his scientific discoveries on the role of the hormone released by the hypophysis in the carbohydrate metabolism.

Scientific Journals CONICET TODAY It is an economic self-sufficient agency of the Argentine State. It is the main organization dedicated to the promotion and development of science and technology in Argentina. It carries out activities in four broad areas of knowledge: Agriculture, Engineering and Materials Biology and Health Exact and Natural Sciences Social and Human Sciences. Technology is the main tool of all of them.

LATINDEX CATALOG NUCLEO BASICO LATINDEX DIRECTORY SciELO Set of 32 editorial Criteriae (Basic, Presentation, editorial mangement, content): Journals that comply with minimum 25 criteria are included and at least 2/3 years backfiles. Scientific Interdisciplinary Evaluating Committee Journals included in the CATALOG are selected for excellence for their scientific content. Electronic Journals in Nucleo Basico and with technical possibilities (metadata) are incorporated in SciELO.ar and the portal SciELO.org

Scientific Journals Recopilation of 900 journals and 1800 Researchers annual compulsory report CIC2009 SIGEVA  There is an enourmous quantity of journals awaiting original articles, many with great visibility  Great dispersion in journal selection, specially in the Social sciences.  In the exact sciences, the great majority of articles are concentrated in foreign journals, medium impact.  SciELO.org, has contributed with added visibility and concentrates an increasing number of publications.  Nevertheless, a high percentage of journals included in SciELO.org and REDALYC receive few contributions from Argentine researchers.

Scientific Journals Journal ranking is a dinamic and evolving process. A gradient- Electronic Open Access journals can circulate among all libraries, even if they do not benefit from a prestigious brand. Scholars around the world will be more aware of Latin American journals and their content. Competition for excellence will motivate top scholars in Latin America in fields relevant to the region. Evaluation processes must accompany these regional and national projects. The strategies coming out in Latin America with SciELO.org and also with Redalyc have preserved the local identities, while incorporating global world visions. Conclusion
