THE ROLE OF LOCAL GOVERNMENT IN ROAD TRAFFIC SAFETY Gorjan Nadzinski Mile Stankovski REPUBLIC OF MACEDONIA UNIVERSITY “Ss. CYRIL AND METHODIUS” - SKOPJE FACULTY OF ELECTRICAL ENGINEERING AND INFORMATION TECHNOLOGIES

INTRODUCTION  Road traffic – complex and hazardous system  Some grim figures: ➦ 1.2 million victims yearly ➦ 50 million injuries yearly ➦ 3000 victims daily ➦ 500 of them children ➦ Increase of 65% in the next two decades ➦ 520 billion dollars worth of damages yearly – much more than global investments in traffic safety  Undeveloped countries are more plagued by this problem  Hope in technological advancement

TRAFFIC SAFETY CONTROL AS A CONTROL PROBLEM FOR LOCAL GOVERNMENTDisturbances

Disturbances  Desired state: A carefully composed plan of expectations  Realistic and achievable goals  Consultations with experts and public opinion  Definition of goals on all state levels

TRAFFIC SAFETY CONTROL AS A CONTROL PROBLEM FOR LOCAL GOVERNMENTDisturbances  Actual state:  Monitoring of road traffic  Data acquisition  Constant observation

TRAFFIC SAFETY CONTROL AS A CONTROL PROBLEM FOR LOCAL GOVERNMENTDisturbances  Actual state: Database building  Time, place, frequency, severity of accidents  Damages, mortality, demographics  Blackspots

TRAFFIC SAFETY CONTROL AS A CONTROL PROBLEM FOR LOCAL GOVERNMENTDisturbances  Actual state: The responsibility of local authorities in database building  Collaboration  Organization  Synchronization  Categorization

TRAFFIC SAFETY CONTROL AS A CONTROL PROBLEM FOR LOCAL GOVERNMENTDisturbances  Disturbances:  Bad data  Bad prediction models  Unexpected events, accidents, congestion  Change in weather conditions

TRAFFIC SAFETY CONTROL AS A CONTROL PROBLEM FOR LOCAL GOVERNMENTDisturbances  Controller: The most complex part  Actions of the local government  Traffic control, traffic light timing, traffic routing  Formation of workgroups and bodies that will work on traffic safety  Emergency reaction plans  Education  Road maintenance

INTELLIGENT SYSTEMS IN TRAFFIC CONTROL  The concept of intelligent control  Intelligent control in road traffic safety: ➦ Vehicle safety ➦ night vision, ➦ steering control, ➦ adaptive cruise control, ➦ adaptive lights, ➦ speed control, ➦ lateral control, ➦ obstacle detection, ➦ blind spot observing, ➦ aided braking, ➦ pedestrian detection, ➦ adaptive airbags, ➦ various in-vehicle warning systems.

INTELLIGENT SYSTEMS IN TRAFFIC CONTROL  Intelligent control in road traffic safety: ➦ Road safety ➦ traveler information services, ➦ traffic management services, ➦ public transport services, ➦ electronic payment services, ➦ commercial vehicle operations, ➦ emergency management services, ➦ information warehousing devices.

INTELLIGENT SYSTEMS IN TRAFFIC CONTROL  Intelligent control in road traffic safety: ➦ A rising demand and support for intelligent traffic control in EU polls and surveys! ➦ 54% consider safety when choosing car ➦ 24% rank safety as top priorety ➦ 73% support of ABS ➦ 65% support of ESP ➦ A growing responsibility for local authorities to ensure traffic safety by means of introducing intelligent traffic control.

INTELLIGENT SYSTEMS IN TRAFFIC CONTROL  An example on intelligent vehicle-road communication system

INTELLIGENT SYSTEMS IN TRAFFIC CONTROL  Intelligent control in road traffic safety in Macedonia: ➦ Center of Traffic Management and Control ( ) ➦ 30 crossroads ➦ Non-stop functioning ➦ Monitoring ➦ Traffic light timing, optical observation, vehicle sensing ➦ Effective control of traffic flow

CONCLUSION ➦ Road traffic safety is a problem on all levels, but it is the local governments which are in the best position to counteract the consequences of traffic fatalities, and therefore have the highest responsibility in the constant search for solutions for this problem. ➦ We gave a brief overlook of the tasks and duties of the municipalities and local governments in the fight to reduce the number of road traffic accidents and the severity of their effects. ➦ The need is evident for efficient cooperation and synchronization with other local and state institutions and bodies, and the implementation of a functional and capable intelligent system for traffic control and/or monitoring.
