NASA White Sands (WSTF & WSC) NASA White Sands is made up of two NASA facilities WSTF and WSC miles from Juarez, Mexico. Located in South Central NM near Las Cruces; 45 miles north of El Paso, Texas and 45.1 miles from Juarez, Mexico. 34

White Sands Test Facility Mission Statement: Provide the expertise and infrastructure to test and evaluate spacecraft materials, components, and propulsion systems to enable the safe exploration and use of space. 36

WSC Overview WSC is a 24x7x365 operation at two secure locations inside the larger WSTF perimeter. Provides NASA the capability to operate the world’s most comprehensive space network telecommunications system Managed by the Space Network Project Office located at the Goddard Space Flight Center in Greenbelt, Maryland The Space Network is comprised of a fleet of on-orbit Tracking and Data Relay Satellites (TDRS) and associated ground systems at the White Sands Complex Entire WSC facility is identified as a NASA “Limited Area” and requires special access privileges and separate badging 41
Protective Services At WSTF & WSC the contractor will provide: – Uniformed, Armed Officer services: Fixed posts, Roving Patrols, Badging, Visitor Control, Traffic Enforcement and Control, etc. Other duties as specified in Task Order. 42

Procurement Approach The Government intends to issue a Draft Request For Proposal (RFP) –Following the release of the Draft RFP, Industry will have an opportunity to submit anonymous questions in writing so that the Government may officially respond. The Government intends to issue a Final RFP. A more detailed procurement schedule will be posted to the procurement website as soon as it is available. 49
