NASA White Sands (WSTF & WSC)  NASA White Sands is made up of two NASA facilities WSTF and WSC miles from Juarez, Mexico.  Located in South Central NM near Las Cruces; 45 miles north of El Paso, Texas and 45.1 miles from Juarez, Mexico. 34

White Sands Test Facility Mission Statement: Provide the expertise and infrastructure to test and evaluate spacecraft materials, components, and propulsion systems to enable the safe exploration and use of space. 36

WSC Overview  WSC is a 24x7x365 operation at two secure locations inside the larger WSTF perimeter.  Provides NASA the capability to operate the world’s most comprehensive space network telecommunications system  Managed by the Space Network Project Office located at the Goddard Space Flight Center in Greenbelt, Maryland  The Space Network is comprised of a fleet of on-orbit Tracking and Data Relay Satellites (TDRS) and associated ground systems at the White Sands Complex  Entire WSC facility is identified as a NASA “Limited Area” and requires special access privileges and separate badging 41

Protective Services  At WSTF & WSC the contractor will provide: – Uniformed, Armed Officer services: Fixed posts, Roving Patrols, Badging, Visitor Control, Traffic Enforcement and Control, etc. Other duties as specified in Task Order. 42

Procurement Approach  The Government intends to issue a Draft Request For Proposal (RFP) –Following the release of the Draft RFP, Industry will have an opportunity to submit anonymous questions in writing so that the Government may officially respond.  The Government intends to issue a Final RFP.  A more detailed procurement schedule will be posted to the procurement website as soon as it is available. 49
