Extension Council Youth Leadership (ECYL) Topic #3 Learning Objectives: Understand the legal privileges and limitations of youth non-voting roles. Understand the responsibilities and expectations of council membership for youth and adults. Describe common barriers that often limit the ability of youth to participate in council meetings. Identify meeting procedures that are inclusive of youth.
