Understanding a Place Value Chart Reading and writing whole numbers can best be explained by using a place value chart. In our number system the placement of each digit in a numeral is important. You can also think of it as… In the number 3,498, the 9 is in the tens place. If we were asked how many tens are in the number 3,498, we would say 9. For Example: Thousands Hundreds Tens Ones 3 4 9 8 You can also think of it as… 9 Tens = 90
