Lift People’s Living Standards by Technology, Integrate Humanities into Family Life

Mr. Lv Shijie, Vice President of Red Cross Society of China, Beijing Branch Mr. Xu Qiang, Secretary General of Beijing NGO Association for International Exchanges

Beijing is a megalopolis with a population of over 20 million and its number of motor vehicles exceeds 5 million. Natural disasters, traffic accidents, explosions and infectious diseases occur occasionally. The city’s emergency response has been listed as one of the top priorities for such a crowded city.

1. Scientific and technological innovation is a major support for the development of humanistic caring.

According to the general deployment of the Beijing Red Cross Emergency Rescue Center (hereafter called 999) was established in Sep It’s the first time that the special number 999 was put into use for medical emergency, emergency rescue and social relief.

During ten years’ operation, the 999 emergency system was supervised by the government, undertaken by Beijing Red Cross, participated by the general public, and operated independently. The 120 emergency system and 999 jointly devote to the public health emergency services, they form a new emergency services pattern of “one city, two systems”, which contributes to the capacity building of emergency rescue system in Beijing.

As an emergency rescue organization affiliated to Beijing Red Cross, 999 hotline holds to Red Cross’ concept of humanitarian public welfare, emphasizes on the humanitarian concern for vulnerable groups, demonstrating Red Cross spirit of Humanitarianism, Fraternity and Devotion.

Nowadays, 999 bears 50% emergency services in Beijing, with 203 emergency vehicles and 130 first-aid stations throughout the city. Operating 24h everyday, 365d everyday, each ambulance answers more than 5 calls everyday. In order to meet the optimal demands of the city’s emergency rescue, 999 adopts high-tech to make full use of limited resources, providing unprecedented rescue services both in quantity and quality for such a megalopolis.

1 ) Aimed at the aging issue in Beijing, a series of innovative service projects were introduced for the convenience of the residents, including cooperating with high-tech companies to develop a “push-to-talk” function for landline home cellphones. The “push-to- talk” alarm button can send SOS messages automatically to 999.

2 ) Cooperated with Jinweijie High-tech Company,999 emergency cell phones were developed. The phone is tailored to the needs of the elderly, with its large keyboard, high volume, big characters, and the function of hearing aid, flashlight, speaking clock, and radio.

3 ) Cooperated with Beijing Municipal Committee for Aging People Services, emergency call device project were developed. More than 10,000 devices have been installed for senior citizens with movement difficulties.

4 ) The wrist wireless intelligent sensor is able to monitor blood pressure and heartbeat for the elderly, on which there is a 999 “push-to-talk” alarm button.

5 ) GPS devices can provide effective assistance to the finding of lost aged citizens.

6 ) Through cooperation with the civil affairs department, Beijing Red Cross provides emergency rescue services for over 2 million people aged above 60 years old.

Holding on to humanitarian public welfare concept and conforming to the needs of public service, Red Cross believes that technology is not only the needs of the new age but also the driving force for national prosperity.

2. Start from me to care for life and people.

Recently, there have been some occurrences of national disaster, emergencies and assaultive injuries which have put many lives in danger, especially the young ones. The public, especially teachers and students, must equip themselves with the knowledge and master the skills to protect oneself and help other when disaster and emergencies occur.

Red Cross has the mission to maintain the lives and health of people. Family First-aid Manual, in Chinese and English version, written by Beijing Red Cross, funded by the government, has been published and distributed to 6 million families. It’s a major measure taken by Beijing Municipal Government on the subjects of building a “People’s Beijing, High-tech Beijing, Green Beijing”: with the goal of building a prosperous, civilized, harmonious, livable and healthy capital.

Family First-aid Manual can be easily understood and widely used. The manual is designed to meet the actual needs of families and individuals. To some extent, it plays an important role in reducing the accidents, the losses from disasters, and protecting personal safety and that of others.

Teenagers’ First-aid Manual mainly introduces how to call the police for help, how to keep oneself safe when facing danger in a simplest way. There are 4 versions: low grades in primary school, high grades in primary school, middle school and university.

Scientific and technological innovation, people- oriented attitude lay the foundation of the development of humanistic care and concern. It promoted the individualization, humanization and diversification of the services, exhibits the integration of technology into humanistic service.

Thank you! Welcome to Beijing!
