IEE/08/479/S Project duration: to Slides April 2012 Quality certification & accreditation for installers of small-scale renewable energy systems Intelligent Energy QualiCert 1st of July 2009 – 31st of December 2011 www. qualicert-project.eu

IEE/08/479/S Project duration: to Slides April 2012 QualiCert starting point The RES Directive (2009), Article 14.3 stresses the importance of qualification and certification of RES installers: high quality installations ensure maximum benefits from the RES technologies  “MS shall ensure that certification schemes or equivalent qualification schemes become or are available by 31 December 2012 for installers of small-scale biomass boilers and stoves, solar photovoltaic and solar thermal systems, shallow geothermal systems and heat pumps.  Each MS shall recognise certification awarded by other Member States”.

IEE/08/479/S Project duration: to Slides April 2012 Difficulties to tackle in the certification and qualification process of RES installers  Cost of training and certification for installers and companies  Administrative burden  Gaining the support and recognition from pulic authorities for the certification & qualification schemes  Mutual recognition of the schemes across Europe and variety differences between already existing schemes  Legislative changes

IEE/08/479/S Project duration: to Slides April 2012 QualiCert objectives Develop recommendations to MS during their process of writing national schemes for quality certification or equivalent qualification for installers:  For different technologies (solar thermal, PV, biomass, geothermal, heat pumps)  In close collaboration with installers (via their EU associations representing their interests) to ensure the easy application of the developed system in the market  In order to have a common framework that can be translated into the different Member States and that ensures that the schemes are thus mutually recognisable

IEE/08/479/S Project duration: to Slides April 2012 QualiCert outcomes Baseline and document production:  Manual with key success criteria for certification & qualifications schemes, defined according to 5 criteria: technical legal, financial, institutional and promotional  Glossary specific to the certification process  State of the art of existing schemes inside and outside the EU QualiCert activities:  Political endorsement of the QualiCert manual with national authorities and stakeholders in Italy, Poland, Greece, France and Austria, for Article 14.3 implementation process
