Enhancing National Capacities for Conflict Mapping, Analysis and Transformation in Sudan UNDP,

Governance in Crisis Contexts Construct responsive institutions that build on available capacities to deliver essential functions Promote inclusive political processes Foster a resilient society by promoting local capacities to adapt and cope with stress and crisis. The final pillar of this framework is partnership.

Conflict, Recovery and the MDGs  Sudan presents a range of crisis and conflict-related challenges for recovery.  3 peace agreements, 2 UN missions, $9 billion in recovery funding  Violent conflict having both immediate and long term recovery and developmental impacts:  Deterioration of Public Services and governance capacity  Inhibition of economic activity FDI, markets, transport costs, direct livelihoods disruption;  Interruption of recovery and development programs.

Threat and Risk Assessment Framework POPULATION: Threat or potential threat to community stability/recovery related to population. WATER: Threat or potential threat to community stability/recovery related to water. LAND (RESOURCES)/BOUNDARIES: Threat or potential threat to community stability/recovery related to land (resources)/boundaries. SECURITY: Threat or potential threat to community stability/recovery related to military/paramilitary/armed civilian presence/activities. RULE OF LAW/SALW PROLIFERATION: Threat or potential threat to community stability/ recovery related to other introduced dangers such as banditry/ criminal activity, civil unrest, un-employment, rule of law/law enforcement shortfalls etc. HEALTH: Risk or potential risk to human life, livestock and/or crops related to health and- /or quality of life. ENVIRONMENT: Risk or potential risk to human life, livestock and/or crops related to environmental factors. VULNERABILITY: Threat or potential threat to community stability/recovery and Risk or potential risk to human life, livestock and/or crops caused by introduced vulnerability factors. ECONOMICS: Threat or potential threat to community stability/recovery and Risk or potential risk to human life, livestock and/or crops related to poverty.

Baseline Information Status There are no established links between status data, needs, interventions & impacts Data exist only in fragmented form There are thousands of maps, but the information they provide cannot be aggregated Government has not enough capacity to drive regional development policies Need for strategic information system! Huge amounts of surplus (unused) data UN & NGOs have not enough capacity to coordinate programming either

Information Management Working Group: towards a shared platform for recovery-relevant information  The IMWG facilitates coherent information management and sharing for UN agencies;  ToRs for the IMWG have been approved by UNCT, formally establishing the IMWG in early September ’08;  Information-sharing protocols have signed by WHO, WFP, IOM, UNHCR, UNICEF and UN OCHA; and metadata on all shareable info has been approved and consolidated;  First consolidated set of GIS packages for all 9 States/Areas in the North completed and distributed.

Results

Analysis and Programming Support  Analysis of baseline information layers with the TR indicators provides explanatory correlations of the multi-dimensional aspects of conflict-sensitive recovery programming:  Examples:  Oil Concessions, nomadic migration routes and oil- related conflicts;  Communities with returnees, Former SPLM areas, threats to community stability from returnees, education, hydrology and hand-pumps;  UN/NGO programming and Western Sector;  Tribal and Ethnic Fault-lines.

Conflict Prevention Analysis  Consultative analysis of these correlations provides support to:  Conflict prevention programs:  Sustainable Livelihoods and Resource Management for Kassala State.  Conflict sensitive planning;  Support to mid-term review of State Strategic Plans of Red Sea and Kassala States;  Support for UNDP’s regional strategy development.  Conflict mitigation interventions:  Reduction of Resource Based Conflicts in 3 Areas;  Sustained Peace for Development: Conflict Prevention and Peace-Building in Sudan.

Plans and challenges for 2009 Roll-out in Southern Sudan; Consolidate and expand IMWG, fully develop tools and procedures; Focus on Capacity-building and Analysis/ Programming Support in the North, and TRM/IMWG support in the South for 2009; Possible replication of TRM, IMWG and APS processes and tools.
