BACKGROUND Governance statistics unit started in 2001 Challenges faced the country:  Public safety, Law & Order resulting from  insecurity, crime, corruption, drug trafficking & proliferation of firearms GOK developed Economic Strategy Paper in 2003 G, J & Security statistics given a lot of weight 3

POLITICAL BUY – IN FROM MINISTRIES/AGENCIES Visited one agency at a time Discussed importance of administrative data with seniors Requested to be given contact persons Discussed confidentiality Discussed how the data will be disseminated 4

ESTABLISHMENT OF INTERMINISTERIAL COMMITTEE NSOs should take lead in establishing inter- ministerial committee of GPSS Committee should have clear mandate Should meet regularly e.g after 3 months Should set standards Should set timeframes Should discuss issues of metadata Should discuss issues of training & equipment 5

INSTITUTIONAL DESIGN Establish GPSS unit The head must have good background in economics/statistics The head must attend short workshops in GPSS Office can be supported by a few staff e.g 3 The office must be equipped with computers & other necessary tools 6

RECOMMENDATIONS Agencies are encouraged to look for alternative sources of funds to build capacity Greater need exists for computerization of agencies’ field offices Agencies also encouraged to recruit professional statistical officers/economist 7
