Health insurance plans Indemnity PPO HMO (2 plans: BCBS & Kaiser Permanente) HSA PPO (high deductible)  Few changes to coverage  Premiums increase January 1, 2009

Indemnity changes for 2009  Significant rise in premiums Employer contribution capped at PPO level  New pharmacy benefit manager Medco (Replaces Express Scripts)  Pre-certification & behavioral health now with Blue Cross Blue Shield  No coverage changes

PPO changes for 2009  The BCBS of Georgia PPO network replaces 1 st Medical Network for “in Georgia” claims  The PPO national network (previously Beech Street) will be the Bluecard National Network  Pre-certification and behavioral health will be handled by Blue Cross Blue Shield of Georgia The pharmacy benefits manager for the PPO plan will be Medco (previously Express Scripts)

HMO plans  New choice: Kaiser Permanente Review the plan booklet for details  Athens Regional Medical Center has joined the Blue Choice HMO network No changes to the Blue Choice HMO coverage

HSA PPO plan (Formerly “high deductible” plan)  The $750 maximum for the wellness benefit has been removed (Some stipulations still apply; contact BCBS for details)  Blue Cross Blue Shield of Georgia is the pharmacy benefit manager All prescription costs apply to your deductible until the deductible is satisfied

Health savings account (HSA)  You must be enrolled in the HSA PPO plan to be eligible for an HSA  The BOR has contracted with USbank ® to provide an HSA for all system institutions  All HSA PPO plan enrollees will receive enrollment information from USbank  If you enroll in the USbank HSA, you may contribute through payroll deduction on a pre-tax basis  If you arrange another HSA, no payroll deduction is available

Dental plan Changes you can make: Enroll in dental insurance for the first time Add eligible dependents Drop dependents Cancel coverage MetLife is the plan administrator for No changes to the dental plan coverage or rates. The Board of Regents makes an annual decision whether to allow open enrollment in the dental plan. Please give special consideration to enrolling, with the knowledge that you may not be able to enroll next year during the open enrollment period.

Long-Term Disability Insurance (LTD) Special enrollment this year; lower premiums & increased coverage in 2009  You may enroll during open enrollment with no statement of health  Effective January 1, 2009, the LTD insurance benefit increases from 60% to 66 2/3% of your income if you are unable to work for at least 90 days as a result of serious illness or injury  The cost of the plan is determined by your salary and age

IRS regulatory changes for 403(b) plans

The new 403b regulations  Most substantial regulatory changes in >40 years  IRS audits identified significant compliance gaps and insufficient employer oversight  403b plans will now operate more like 401k plans and ORP (401a) plans, which require good compliance records  Compliance is a TOP IRS priority Compliance is employer’s responsibility Compliance failure can cause contributions to be immediately taxable to participant

USG/UGA 403b compliance  In September, BOR recommended no more than 4 vendors (preferably less). Encouraged alignment with ORP vendors. 72 vendors across 35 USG institutions.  26 vendors at UGA; top 6 vendors w/at least 150 participants included TIAA-CREF, AIG Retirement (VALIC), Fidelity Investments, Lincoln Financial Group, American Funds, and Vanguard  4 of the 6 agreed to partner in a single, unified retirement administration system involving common remitter services, record keeping, enrollment, compliance, distribution/transfers, etc.  As of 11/1/2008, approved are TIAA-CREF, AIG Retirement (VALIC), Fidelity Investments, Lincoln Financial Group

What does it mean to you?  You will have similar fund choices but with fewer vendors; therefore, you’ll better understand your choices, expenses, etc.  The new two to four tiered 403b & 457b mutual fund platforms are designed to make retirement and investment planning easier  You will have more educational information provided re: financial planning, investment planning, wealth management services, retirement planning, etc.  HR will reach out to faculty and staff for one-on-one appointments  We will implementing one-stop shopping for plan administration and participants by 7/1/2009

New flextime policy  Flex-time arrangements must benefit the unit and UGA  Affects exempt and non-exempt staff  Does not apply to those already in established shifts outside the 8-5 workday (e.g., 11pm-7am)  Does not apply to incremental shifts in workday hours (e.g., 7:30am-4:30pm)  Applies to a recurring pattern of deviation from the standard 8-hour day  Units with flex schedules in place (e.g., four 10-hour days in a work week) should submit form to HR  The HR review is to ensure FLSA compliance
