Local Authority Transfer Fund. Formed to bring about reforms in the Local Authorities by the Gov’t through the Ministry of Local Government under the Kenya Local Government Reforms programme

 To provide resources directly to the Local Authority  To Provide incentives to improve Local Service Delivery, Financial Management and Debt resolution.

 To improve the financial management system by focusing on the revenue and expenditure accounting.  To improve Revenue Mobilization through SBP’s e.t.c  Help resolve dept problems.  To enhance stakeholders participation in identifying, developing and implementing Local Service projects and Capital projects.

 Functioning L.A(s) can create the enabling environment for private sector-led growth and service delivery.  Participatory L.A(s) can incorporate the poor into local economic governance.  Service Delivering L.A(s) can increase access of the poor to essential services and promote private sector growth.

 Local Authority Service Delivery Action Plan through the MOLG under the KLGRP.

 To assist Local Authorities in planning/ prioritizing their use LATF(and other resources).  Encouraging Local Authorities to spend resources on service delivery to citizens.  Encourage Local Authorities to meet the needs of the poor.  Enabling Local authorities to mobilize citizen participation in prioritizing L.A resources

 3year rolling programme, the first year feeds directly into the budget and is updated each year.  List of activities and projects which are affordable by the L.A to deliver new extended or improved services.  Concerned with direct service delivery to citizens, particularly low-income groups.

 Preparing a list of community organizations, formal and informal in the LA’s jurisdiction.  Publicizing the preparation of LASDAP  Holding consultative meetings to which organizations are invited.

This take into account the following:-  Activities which deliver real services to citizens.  Widespread benefits  Benefits particularly to the poor.  Realistic estimate of costs, given the resources available.  Gender and environmental impacts  Operating and maintenance requirements  Ability to implement locally within timescale  Any preconditions or potential problems. The Council decides the prioritized list for LASDAP and for inclusion into the Local budget process
