Korean Augmentation To the United States Army KATUSA PROGRAM Korean Augmentation To the United States Army KATUSA program, sir, you may know this, so I am going to brief quickly.

KATUSA HISTORY PROGRAM ESTABLISHED IN 15 JULY 1950 EXCHANGE OF LETTERS NO FORMAL AGREEMENTS REINFORCMENT FOR U.S. UNITS FIRST KATUSA ASSIGNED TO THE 7TH ID, U.S. DURING KOREAN WAR 6,415 KIA, 3,823 WIA, 1,667 MIA PROGRAM CONTINUED AFTER WAR UNTIL 1963, TECHNICAL TRAINING FOR ROKA SOLDIERS SINCE 1963, AUGMENTATION FOR U.S. FORCES CURRENT AUTHORIZATION: 3,124 THE PROGRAM BEGAN IN JUL 1950 REQUESTED BY GEN MACARTHUR TO ROK PRESIDENT SYNG-MAN RHEE. ON 17 JULY 1950, PRESIDENT RHEE’S LETTER PLACED ALL FORCES OF THE ROK UNDER THE COMMAND OF GEN MACARTHUR . WITH THIS AUTHORITY, GEN MACARTHUR ASSIGNED KOREAN SOLDIERS TO U.S. ARMY UNITS TO FILL CRITICAL SHORTAGES. THIS WAS THE BEGINNING OF THE KATUSA SOLDIER PROGRAM. THERE ARE NO OTHER FORMAL AGREEMENTS BETWEEN THE U.S. AND THE ROK CONCERNING THE PROGRAM. THE FIRST KATUSA SOLDIERS WERE ASSIGNED TO THE 7TH INF DIV WHICH WAS IN JAPAN PREPARING FOR THE IN-CHON LANDING. WHEN THE 7TH INF DIV CAME ASHORE IN SEP 1950, THE DIVISION WAS 45% KOREAN SOLDIERS. THE PROGRAM CONTINUED AFTER THE KOREAN WAR AS A TRAINING BASE FOR TECHNICAL MOS FOR THE ROKA. DURING THIS PERIOD, A KATUSA SOLDIER WOULD SPEND UP TO 18 MONTHS IN U.S. UNIT LEARNING HIS MOS AND THEN WOULD RETURN TO ROKA TO TRAIN OTHERS IN HIS MOS. WITH THE ESTABLISHMENT OF THE ROKA TRAINING CENTER IN 1963, TODAY, EIGHTH U.S. ARMY IS AUTHORIZED 3,444 KATUSA SOLDIERS.

TODAY’S KATUSA SOLDIER ALL KATUSA SOLDIERS VOLUNTEERED HIGH LEVEL OF EDUCATION 99.5% OF KATUSA SOLDIERS HAVE OR ARE CLOSE TO RECEIVING THEIR COLLEGE DEGREES 20% OF KATUSA SOLDIERS HAVE LIVED IN ENGLISH-SPEAKING COUNTRIES FORMER KATUSA SOLDIERS SERVE IN THE MOST IMPORTANT POSITIONS THROUGHOUT SOCIETY KATUSA SOLDIERS ARE SELECTED AMONG VOLUNTEERS WHO HAVE BEEN TESTED FOR THEIR ENGLISH ABILITIES. THEY ARE A YOUNG ELITE GROUP WILL TAKE-UP IMPORTANT POSITIONS IN KOREA SOCIETY LATER IN LIFE .

ROKA TO CUT MANDATORY MILITARY SERVICE ROK TO CUT MANDATORY MILITARY SERVICE BY SIX (6) MONTHS ROK Army is getting cut the period of mandatory service. Now KATUSA soldier have served for 24 months, but they will have served for 18months in 2014 This Reduction Will Be Transparent To Units ETS Dates For Serving KATUSA Soldiers Already Adjusted Part Of ROK Defense Reform Drive And Efforts To Boost The Workforce Gradually Shortens Current 2-year Term Of Compulsory Service To 6 Months By 2014. New Conscription System Will Eventually Reduce The ROK Army's 2-year Service To 18 Months, With The Length For The Navy And The Air Force To Be Cut By A Quarter To 20 Months And 21 Months, Respectively. Reduction Affects All Current KATSUA Soldiers According To Their Enlistment Date

USAG-Y has no difference between this and next year. In-line With Eighth U.S. Army’s Transformation The Authorization of KATUSA Soldiers Is Continuously Declining

KATUSA ROKA BASIC TRAINING KATUSA SOLDIERS INITIAL ROK ARMY BASIC TRAINING PROGRAM: INITIAL 5 WEEKS PROGRAM OF INSTRUCTION(POI) OF BASIC TRAINING CONDUCTED BY ROK ARMY AT BASIC TRAINING CENTER IN NONSAN ALL KATUSA SOLDIERS ATTEND BASIC TRAINING ALONG WITH ALL THE REGULAR ROK SOLDIERS IN THE NONSAN TRAINING CENTER THIS INITIAL ENTRY TRAINING IS STRUCTURED VERY SIMILAR TO THE US ARMY BASIC TRAINING REGULAR LEAVES FOR KATUSA SOLDIERS ARE PROGRAMMED BY ROKA STAFF OFFICE IN COORDINATION WITH THE CHAIN OF COMMAND AND UNIT EVENTS. KATUSA SOLDIERS ARE ENTITLED TO 30 DAYS OF LEAVE DURING THEIR TWO (2) YEARS OF SERVICE. THEY ALSO CAN BE GIVEN THE OTHER TYPES OF LEAVE.

KATUSA TRAINING ACADEMY RECEPTION INITIAL CLOTHING ISSUE RECORDS ORIENTATION TO THE U.S. ARMY ENGLISH TRAINING (56 HOURS) BASIC MILITARY TRAINING COMMON TASK TEST PHYSICAL TRAINING THE KTA IS A SHORT, THREE WEEK TRAINING PROGRAM. DURING THESE THREE WEEKS, THE KATUSA SOLDIERS WILL RECEIVE ENGLISH training, BASIC U.S. MILITARY SKILLS (D&C, RANKS, ETC.), COMMON TASK TRAINING IN INDIVIDUAL WEAPONS (PMI), NBC, FIRST AID, MAP READING, AND PHYSICAL TRAINING. THERE IS NO MOS TRAINING AT THE KTA.

UNIT TRAINING REQUIREMENTS KATUSA MOS AND CTT TRAINING ON INDIVIDUAL AND COLLECTIVE TASKS INFORMAL ENGLISH LANGUAGE TRAINING (12 HRS PER MONTH) ROKA DIRECTED TRAINING (EVERY WEDNESDAY MORNING) EQUAL OPPORTUNITY AND CULTURAL TRAINING ETS TRAINING (RSG) MSC’S ARE RESPONSIBLE FOR KATUSA SOLDIER’S TRAINING. MOS TRAINING MUST BE COMPLETED WITHIN 6 MONTHS OF ASSIGNMENT AND IS REPORTED ON SATBS. UNITS ALSO MUST PROVIDE 12 HOURS OF INFORMAL ENGLISH TRAINING A MONTH AND ALLOW RSG TO PRESENT 2 HOURS OF ROKA DIRECTED TRAINING EVERY WEDNESDAY. KATUSA SOLDIERS ALSO ARE REQUIRED TO ATTEND 3 DAYS OF ETS TRAINING JUST PRIOR TO ETS.

BASED ON TIME IN SERVICE KATUSA PROMOTIONS BASED ON TIME IN SERVICE GRADE TIG (NOR/MIN) TIS (NOR/MIN) PV2 6 MONTHS 1/6 MONTHS PFC 6 MONTHS 7/12 MONTHS CPL 7 MONTHS 13/19 MONTHS SGT 5 MONTHS 20/24 MONTHS CAN BE PROMOTED EARLY PROMOTION CAN BE DELAYED CAN BE DEMOTED WILL ETS AFTER SERVING 24MONTHS KATUSA SOLDIERS ARE PROMOTED BY A TIME IN SERVICE SYSTEM. ALL KATUSA SOLDIERS WILL REACH THE RANK OF E-5 PRIOR TO ETS. TIG: Time in Grade TIS: Time in Service

EIGHTH ARMY REGULATION 600-2 MAJOR AREAS: KATUSA MANAGEMENT RELATIONSHIP CHAIN OF COMMAND AND UCMJ PERSONNEL ADMINISTRATION LEAVES, PASSES AND HOLIDAYS PAY, PROMOTIONS, RANK AND AWARDS TRAINING LOGISTICAL SUPPORT Eighth Army REGULATION 600-2 REGULATES THE KATUSA SOLDIER PROGRAM, AND INCLUDES PERSONNEL MANAGEMENT, TRAINING AND LOGISTICAL SUPPORT.

CHAIN OF COMMAND KATUSA PUNISHMENT U.S. CHAIN OF COMMAND (COC) ROKA Staff Officers / NCOs Are Not Included in US COC UCMJ - DISCIPLINE, LAW AND ORDER KATUSA Soldiers Are Not Subject To UNIFORM CODE OF MILITARY JUSTICE (UCMJ) The Punishment of KATUSA Soldiers is Conducted By ROKA Staff Officers / NCOs Disciplinary Board Corrective Training Can Be Given By US Chain Of Command THE ONLY CHAIN OF COMMAND EXISTING IS U.S. CHAIN OF COMMAND. ROKA STAFF IS NOT IN CHAIN OF COMMAND. SENIOR KATUSA IS THE IN UNIT ADVISOR, BUT NOT IN THE CHAIN COMMAND. KATUSA SOLDIERS ARE NOT SUBJECT TO UCMJ. MILITARY DISCIPLINARY ACTION FOR THE KATUSA SOLDIERS ARE TAKEN BY RSG ROKA DISCIPLINARY BOARD HELD BY ROKA STAFF OFFICER/NCO REASSIGNMENT TO ROKA FOR THE KATUSA SOLDIER IS DETERMINED AFTER INVESTIGATION AND DISCIPLINE BOARD. THE FINAL DECISION IS MADE BY THE RSG COMMANDER

KATUSA NCO AUTHORITY KATUSA SERGEANTS AND CORPORALS PLACED IN LEADERSHIP POSITIONS MUST BE GIVEN THE SAME AUTHORITY AS THEIR U.S. COUNTERPARTS. THE AUTHORITY OF KATUSA SERGEANTS AND CORPORALS IS INHERENT IN THEIR POSITION BUT U.S. COMMANDERS MUST ENSURE THAT SOLDIERS SUPERVISED BY A KATUSA SERGEANT OR CORPORAL ARE INFORMED OF THE AUTHORITY AND RESPONSIBILITY OF THE KATUSA SERGEANT OR CORPORAL. (REFERENCE; 8USA REG 600-2, PARA 1-9) KATUSA SOLDIER’S RANK ARE REGARDED THE SAME AS U.S. SOLDIER’S RANK. THEREFORE KATUSA SERGEANTS AND CORPORALS PLACED IN LEADERSHIP POSITIONS ARE GIVEN THE SAME AUTHORITY AS THEIR U.S. COUNTERPARTS.

LEAVES GUARANTEED BY ROKA STAFF OFFICE LEAVES AND PASSES PASSES ARE AUTHORITY OF U.S UNIT COMMANDERS LEAVES GUARANTEED BY ROKA STAFF OFFICE (TOTAL ACCOUNT OF 30 DAYS FOR 2 YEARS). BROKEN DOWN AS FOLLOWS: 10 DAYS DURING PFC 10 DAYS DURING CPL 10 DAYS DURING SGT (Normally Set To 3 Weeks before ETS) OTHER TYPES OF LEAVES OFFICIAL, REWARD, COMPASSIONATE LEAVES REGULAR LEAVES FOR KATUSA SOLDIERS ARE PROGRAMMED BY ROKA STAFF OFFICE IN COORDINATION WITH THE CHAIN OF COMMAND AND UNIT EVENTS. KATUSA SOLDIERS ARE ENTITLED TO 30 DAYS OF LEAVE DURING THEIR TWO (2) YEARS OF SERVICE. THEY ALSO CAN BE GIVEN THE OTHER TYPES OF LEAVE.

KATUSA HOLIDAYS KATUSA SOLDIERS GET BOTH U.S AND ROK HOLIDAYS (ABOUT 24 DAYS A YEAR) IT IS NOT AGAINST REGULATION TO PERFORM DUTIES ON ROKA HOLIDAYS IF NECESSARY UNIT MISSIONS FIELD OR COMMAND POST EXERCISES CQ DUTY, GUARD DUTY, PATROL DUTY, ETC. COMPENSATION TIME RECOMMENDED TWO (2) HOLIDAYS ARE VERY IMPORTANT LUNAR NEW YEARS (SOL-NAL) KOREAN THANKSGIVING (CHU-SOK) KATUSA SOLDIERS GET ALL U.S. AND ROK HOLIDAYS (IT IS PROXIMATELY 24 DAYS FOR FY 07). KATUSA SOLDIERS CAN BE MADE TO PERFORM SIGNIFICANT DUTIES ON ROKA HOLIDAYS, BUT SUPERVISOR MUST GUARANTEE THE SAME PERIOD OF OFF-DUTY AFTER DUTY/TRAINING/TASK IS COMPLETED.

KATUSA PAY ROKA SOLDIER PAY IS VERY LOW KATUSA PAY AND ALLOWANCES: PV2 $ 73.50/MONTH PFC $ 79.50/MONTH CPL $ 88.00/MONTH SGT $ 97.50/MONTH * W1,000 = $ 1.00 SAME PAY AS GENERAL ROKA SOLDIERS EIGHTH ARMY OFF-SETS PROVIDES: FREE COMFORT KITS FREE LAUNDRY FREE HAIRCUTS FREE MOVIES * U.S ARMY E5 MAKES ABOUT $ 55 PER DAY ALL PAY AND ALLOWANCES FOR KATUSA SOLDIERS ARE PAID BY ROKA. A KATUSA PV2 EARNS ABOUT $62.70 A MONTH IN PAY WHILE A KATUSA SGT IS PAID $88.60 PER MONTH. KATUSA SOLDIERS ARE PROVIDED FREE COMPORT KIT, LAUNDRY, HAIRCUT AND MOVIES. * ACCESS TO ROKA PXs ON U.S ARMY POSTS

COMFORT KITS (EUSA REG 600-2, APPENDIX L: LOGISTICAL SUPPORT ALL LIFE SUPPORT: MESS (SPECIAL KOREAN DISHES) BILLETING HAIRCUTS – THREE (2) PER MONTH UNIFORM MAINTENANCE LAUNDRY COMFORT KITS (EUSA REG 600-2, APPENDIX L: SHOE BRUSH, SHAVING LOTION, SEWING KIT, SOAP, TOOTH BRUSH, ETC.) EQUIPMENT AND TA-50 ATHLETIC SHOES AND PT UNIFORMS * NOT TURNED-IN UPON ETS TO MAINTAIN U.S. APPEARANCE STANDARDS, KATUSA SOLDIERS ARE PROVIDED WITH CERTAIN LOGISTICAL SUPPORT AT NO COSTS. EACH KATUSA SOLDIER RECEIVES Two FREE HAIRCUTS A MONTH THROUGH AAFES BARBER SHOPS. COUPONS CANNOT BE USED OUTSIDE OF THE MONTH PUBLISHED ON THE COUPON. KATUSA SOLDIERS ALSO RECEIVE A MONTHLY UNIFORM MAINTENANCE ALLOWANCE. THIS IS AN ACCRUED ACCOUNT AND KATUSA SOLDIERS RECEIVE NO MONEY IN THEIR POCKET. THE MAINTENANCE ALLOWANCE STARTS SIX MONTHS AFTER ASSIGNMENT TO THE KTA. THE ACCOUNT IS USED TO PURCHASE REPLACEMENT UNIFORM ITEMS THAT CANNOT BE REPAIRED. THE QM LAUNDRY PROVIDES FREE LAUNDRY FOR KATUSA SOLDIER MILITARY ITEMS. A KATUSA SOLDIER CAN HAVE 26 PIECES OF MILITARY CLOTHING CLEANED EACH WEEK FOR FREE. UNITS MUST PROVIDE WASHING MACHINES, DRYERS, AND LAUNDRY DETERGENT FOR CLEANING PERSONAL CLOTHING. TO MAINTAIN THEIR PERSONAL APPEARANCE, KATUSA SOLDIERS RECEIVE A COMFORT KIT WITH PERSONAL HEALTH ITEMS IN IT. THESE KITS ARE ISSUED EVERY OTHER MONTH, SIX TIMES A YEAR. ATHLETIC SHOES AND SOCKS ARE PROVIDE WITH THE KITS IN JUN AND DEC OF EACH YEAR.
