8/25/20152 Background PAM project concentrated on collecting enterprise data to identify differences and distortions between private and social prices Realizations of Need to set establish a systematic way of qualifying changes over time Interventions and investments were done without setting a clear baseline from which monitoring and evaluation could be done WMS by CBS agricultural module not detailed, irregular and takes too long to analyze Sampling clusters from CBS were not always freely available Decision to develop a panel Household survey across the country

8/25/20153 Sample Design and Selection Proportional Sampling based on 1989 population : Population of all non urban divisions Assigning the population to agro ecological zones Within each AEZ representative divisions were chosen Divisions fell within 24 Districts out of the then 41 district Divisions were regrouped into 9 agro-regional zones – Hybrids of agro ecological and boundaries Team of researchers visited each division chosen and with help of local leaders, listed all locations, sub locations and villages each of which were randomly selected. In each chosen village, team of researchers recorded all household in the village with the help of elders and local leaders and representative households randomly selected.

8/25/20155 Survey Administration A survey instrument was developed About 25 enumerators at Bsc level were hired and trained including pre testing of the instrument Training involves translating the questionnaire in Swahili or local languages Enumerators are normally group to reflect the various ethnic groups in the country Questionnaires are pre-tested on the farms and further training follows Every three enumerators are supervised by a research assistant for quality control The survey normally takes on average two months with an average of two questionnaires per enumerator
