SCHOOL EMERGENCY MANAGEMENT “AN OVERVIEW” I. PREVENTION – MITIGATION PHASE PREVENTION - is the action schools and districts take to “decrease the likelihood” that an event or crisis will occur. MITIGATION - steps taken that attempt to “eliminate or reduce” the potential for loss of life or damage to property for events that cannot be prevented.

Connecticut General Statute Section 10-231 RESPONSE PHASE RESPONSE - is when the written documented emergency management plans are activated to effectively contain and resolve an emergency Connecticut General Statute Section 10-231 Each local and regional board of education shall provide for a fire drill to be held in the schools of such board not later than thirty days after the first day of each school year and at least once each month thereafter, except … Each such board shall substitute a crisis response drill for a fire drill once every three months and shall develop the format of such crisis response drill in consultation with the appropriate local law enforcement agency. A representative of such agency may supervise and participate in any such crisis response drill.

INCIDENT Initiated a comprehensive review of all school building external lockdown capability and related procedures. building access control systems and related building visitor management systems and related Initiated a comprehensive assessment of staff ability to quickly and effectively lockdown and secure ALL rooms (not just classrooms) in all schools.

Initiated a comprehensive review of ALL emergency management “written” policies, procedures and protocols. District emergency management team attended the Connecticut School Security Symposium. Individual emergency management inspection teams connected to all schools assembled to discuss several aspects and components of school building safety and security policies, procedures and protocols. Provided emergency preparedness and response training to all district administrative assistants and main office personnel.

Research and develop age appropriate emergency management training programs to educate ALL students Further identify and establish partnerships with first responders and other necessary community agency leaders-personnel Recommendation to rekey and upgrade classroom door locksets to increase and ensure maximum lockdown capability –effectiveness at ALL schools. Increase communication capability by adding additional 2-way radios…ALL schools and ALL departments.
