Research, Education, and Economics Information System Food and Agriculture Education Information System Panel of Experts July 15, 2003 Presented by: Michel Desbois, Director of Applications REEIS

ISTM Organizational Structure Part of One Solution Sally Rockey ISTM Deputy Administrator Michel Desbois Applications Director CRIS Project Leader Dennis Unglesbee REEIS Project Leader Vacant Non - Core Applications E-Grants Project Leader Ron Swecker Extension Reporting Project Leader Phil Dopkowski

Overview Mandated by Congress to satisfy federal program and budget performance requirements Objective - “Measure the impact and effectiveness of research, extension, and education programs.” How? –By bringing together a diverse set of USDA information on project, programs plans and outcomes and linking it with appropriate and relevant information. –In order to identify trends, evaluate programs, measure impact, answer key questions. Target set of ~ 30 databases

Overview (Cont.) Examples of key questions:  What’s being done in e-Coli research by state?  What kind of programs is REE conducting on food safety, what is it costing and what is the taxpayer getting in return?  How are 1890 and 1994 institutions funded for research initiatives compared to 1862 institutions?  How many female students graduated during academic year 1999 with a bachelors degree or higher degree in Agricultural Teacher Education from an 1890 Land Grant Institute.

Goals Create and maintain a user-friendly, web-based, stable and secure system that ensures high data quality Provide linkages to programs/projects/activities with similar content Satisfy program and budget accountability requirements – Costs associated with programs/projects Provide public access to relevant data Engage the community to ensure they are informed, listened and responded to, and informed. Not data for the sake of data

Stakeholders Diverse customer base  Administrators, program managers, faculty, and researchers from USDA, universities, industry, and cooperative extension offices, Congress and state legislatures  Public users Security provided through restricted access to sensitive data based on user profiles Analytical support desk to assist end users

DATA ACCESS Current Research Information System (CRIS) Data Warehouse DATA MART Data Load Annual 4H Youth Development Enrollment Report (4H) National Science Foundation (NSF) Food and Agricultural Education Information System (FAEIS) Integrated Postsecondary Education Data System (IPEDS) DATA MART REEIS Architecture and Data Source data End User Expanded Food and Nutrition Education Program (EFNEP) Near term target sources 4 H Data RBAIIS Ag Census

Current System Content REEIS contains: 7 active data sources – 3 additional data sources in progress tables 3 layers – 3 step process to import databases 5 classification standards 35 + million rows of data

Current System Content (cont.) Text searching of selected research data Direct access to data sources (traceability), metadata, and integrated data sets Current classification scheme standards in REEIS Country and country subdivisions U.S. States and outlying areas Classification of Instructional Program (CIP) Gender Ethnicity

Data Warehoused in REEIS Source data is added in a 3 step process 1) - Original data is loaded and captured and a unmodified set of data is retained for validity and integrity purposes 2) – Data is transformed and cleansed using standard classification schemes, i.e. gender, educational institution 3) – A new schema, “simplified view” of the data is created for query purposes.

The FAEIS / REEIS Connection REEIS is now an historical resting ground for FAEIS data acquired from Texas A&M in 2002 Data from 2001(partial, due to transition) is in the process of being loaded into REEIS. Many dynamic reports are available on the REEIS website.

The FAEIS / REEIS Connection Continued FAEIS data loaded from Excel spreadsheets Exchange mechanism between FAIES and REEIS TBD?

The FAEIS / REEIS Connection Continued REEIS Website – Click the tab for “Reports”. Click the tab for “FAEIS”. Currently 12 dynamic reports exist, covering enrollments, degrees awarded, and faculty. Special reports can be requested through the Data Analysis Help Desk at REEIS.

Development Schedule Next Release (Fall 2003) – Release 3.0 (Currently on 2.1)  Additional views and reports  Fluid front end  Integration of FAEIS and IPEDS into 2nd Education Data Mart  Two more data sources (EFNET, 4H)  Additional views and reports  Search and categorization tools  Other features to be determined
