Legislative Update  Delaware House Bill 334 Bill provides for the transition of the statewide student assessment system  Delaware Comprehensive Assessment System (DCAS)  Smarter Balanced Assessment System (SBAC) for ELA/Literacy and mathematics Bill removes references to multiple assessments  Delaware Senate Bill 229 Adds an additional alternate assessment to the DeSSA program Calls for a portfolio assessment Target population is students with extensive communication needs 1

Regulation 101 Updates  Initial drafts created by DOE staff  Input from Stakeholders  Released for comment on October 1, 2014  Comments back by December 1, 2014  Highlights of Changes 2

Alternate Assessment (Del Code 100.4)  SY Two Options Portfolio Alternate Assessment DCAS-Alt1 Both aligned to extended standards (ELA, Math, Science and Social Studies) Portfolio has additional section related to life skills, self- determination, etc.  Assessment Regulations (101) will include: Notice of assessment options Procedure for parent request and IEP team review Requirements related to design and evaluation of the portfolio Procedure for review of unusual number of portfolio assessments

Proposed Monitoring Flowchart ALL DISTRICTS WITHIN THE STATE ARE PLACED WITHIN A FIVE-YEAR MONITORING CYCLE District Superintendent/District Test Coordinator notified of monitoring year and sites through letter to Superintendent Desk Monitoring District provided information to State State collected information On-Site Monitoring State team conducts a site visit to the district or school site 9 District receives letter from DDOE informing them of the monitoring results If district/site provides complete and valid evidence of successful assessment monitoring and compliance, has met all requirements, it will receive designation of compliance and returns back to cycle. If district/site does not provide complete and valid evidence of successful assessment monitoring and compliance, or if any monitored area is found deficient, the district and school will be designated as “noncompliant” and some form of monitoring will continue.
