Effective technology for mass screening of liquids AVK Lab LLC., Moscow, Russia

Urgency of liquid control  Use of dangerous liquids: petrol, acetone, nitromethane, etc. - allows to cause no less harm than use of arms or solid explosives.  2006: Attempt of terrorist act with use of liquid explosives, interdiction of LAGs carried onboard the aircraft. Threat of liquid explosives use in air and land transport was formulated.

Measures assumed:  2006: no technical solution for fast & reliable detection of dangerous liquids,  International Civil Aviation Organization (ICAO) recommendation to interdict LAGs in hand luggage  Others followed Urgency of liquid control

What should the liquid screening technical solution be like : The equipment for detection of dangerous liquids should be:  Easy-to-use  Suitable for mass screening  Fast and reliable at the analysis The technology of liquid screening detection should provide:  Safety of flights  Comfort of passengers at checking

 Based on identification of: molecular compositions (gas analysis), density (X-Ray), optical properties (Laser optical spectroscopy), Microwave properties (microwave frequency systems)  Proved to be ineffective: Poor detecting capability (X-ray), Not applicable to hermetically sealed containers (gas analysis) Applicable to limited number of types of containers (Laser optical spectroscopy and microwave frequency systems)  Poor performance of inspecting devices High rate of false alarms. Inspect limited type of containers Long detection time  Requires special training of staff Liquid screening technologies existing today:

 Based on the fact that Flammable and explosive liquids has lower electrical conductivity and dialectical permeability compared to safe liquids  Uses method of Quasistatic electrical tomography for measurement of electrical and dialectical properties of liquids.  Designed in hand held and user friendly device Novel approach

1.Alternating voltage is on active electrode. 2.Obtained signals are measured on receiver electrodes. 3.Permittivity and conductivity are calculated based on results independently on wall thickness. 4.The results are compared with a database of dangerous liquids. 5.Light and sound signals are obtained. Operation principle AVK Lab has developed break-through liquid screening technology based on quasistatic electrical tomography method

LQtest – robust and reliable liquid screening technical solution  High speed and accuracy of the analysis,  Detection of a vast list of liquids,  Possibility to provide mass screening of containers of various forms, colors and materials  LQtest device will prevent carrying dangerous liquids aboard the aircraft, provide safe, comfortable for passengers, reliable and fast mass screening of liquids in any nonmetallic vessels, at any environmental conditions, at any level of transport congestion

Technical performance LQtest  Detection time………………………………………………………0,5 sec  Minimum volume of liquid………………………………………50 ml  Wall thickness ……………………………………….……up to 8 mm  Indicators…………………………………………………..Light & sound  Weight…………………………………………………………………….165 g  Dimensions……………………………………………207×70×30 mm  Number of tested liquids…………………………more than 800 Acetone: dangerousVodka: safeWhite spirit: dangerousShampoo: safe

Implication of LQtest technology The technology is tested more than on 800 liquids, among them: - beverages; - foodstuff; - perfumery, cosmetics; - medical drugs; - household liquids: washing- up liquids, solvents; - fuel; - liquid explosives.

LQtest Device Detects as DANGEROUS:  Combustive-lubricating materials, oil products  Alcohol containing liquids (ethylene above 60%)  Liquid explosives and ingredients

LQtest Device Defines as SAFE:  Beverages (below 60%)  Liquid household chemicals  Perfumes, cosmetics (alcohol content below 60%)

Test Results on Liquid Explosives and ingredients: Detects as dangerous:  Liquid nitroethers (nitroglycol, diethyleneglycol dinitrate, iso-propylnitrate)  Liquid explosives (mixtures based on caoutchouk and nitroethers)  Nitroolefins, nitromethanes  Active bonding agents of solid propellants (azidoethanol, glycidyl nitrate, glycyl dinitrate, glycidylazide polymer, ternary mixture based on nitrazolefin derivatives)  Mixture of mineral oil, ammonium nitrate, emulsifier and water (a substrate for emulsive explosives)  Mononitrotoluenes  Halogen containing solvents, such as carbon tetrachloride, ethylene dibromide, propylene dibromide.

LQtest can help solving a number of unaddressed actual problems:  Control of baggage transportation of dangerous liquids  Screening and control of beverages entering the airport clean area, as well as those included in onboard meals and coming to Duty Free shops  Screening of dangerous liquids inside small containers (below 100 ml)

LQtest can help solving a number of unaddressed actual problems:  The use of LQtest in the inspection practice will allow fast and reliable detection of hazardous liquids without causing inconveniences for the passengers

LQtest: 12+ month of effective inspection in major Russian airports Russian airports: Moscow, Novosibirsk, Saint-Petersburg, Sochi, Kazan and others: tens of thousands containers with liquids were inspected during 2009, 2010.

LQtest: effective security equipment for transit Police  During 2009 transit Police detected and confiscated more than 1000 liters of high- flammable liquid

LQtest should be used for detection of liquids:  found by X-Ray on check points;  found by police in public places;  found in passenger’s luggage;  found during special police operations;  taken to objects and territories under controlled access;  taken to cloakrooms of transport objects. LQtest: effective security equipment for Police, Boarder control, Army, Prisons and etc.

LQtest effective equipment for social security police  Safety and security of cultural, social and sport events  Dangerous liquid access control  Quick liquid analyzer for rapid response groups and beat officers LQtest: protection of public order
