Social-political influences on voluntary work The responsibility for the person’s coping first of all lies on the relatives and friends. If no help is provided by the family and state support, the person may seek assistance from the voluntary organizations. The state is the last to interfere in the solution of the problem. The voluntary organizations are large primarily in the field of healthcare (Germany, Italy, France)

Liberal model: The state guarantees minimal coping and indispensable services. People acquire the securities they consider necessary. The state tries to decrease the monopoly as the provider of services, offering to the voluntary organizations the substitute role (USA, Australia)

Scandinavian model (socio- democratic) Social policies are connected to the place of residence. To an increasing extent, the state is responsible for the security by collecting the taxes, out of which the social and healthcare services are provided. The discounts and services are meant for everyone. The voluntary organizations receive support from the state, but preserve independence. Affect the public opinion (Sweden, Norway, Finland).

For supporting children: Some municipal institutions Social welfare department acquires social services from the NGOs.

Psychological services: Psychological advice in solving problems: problems in the family at parenting children`s behavioural problems problems at school, incl. school violence depression anxiety psychosomatic problems

Crisis counselling: Following the catastrophe of the ferry “Estonia” in 1994, Tallinn Crisis Counselling Center was established, which performed the psychosocial rehabilitation. Since 2001, the crisis counselling services are acquired from the NGOs, primarily from MTÜ Eluliin/NGO Lifeline.

Assistance acquired from NGOs: MTÜ Eluliin: Psychological crisis and addiction counselling service in the amount of 7832 hours MTÜ Eluliin: family counselling and therapy service in the amount of 606 hours MTÜ Liikumispuudega Laste Tugiühing/NGO Support Association of Children with Movement Disabilities: psychological counselling service for their families in the amount of 88 hours MTÜ Vaimupuudega Inimeste Tugiliit/NGO Support Union of Children with Mental Disabilities: supervision service for the employees working with the clients in the amount of 20 hours

Psychological counselling and practical help for families counselling of families from risk group families having conflict situation at home young people starting independent life. The counselling includes social and practical matters.

Work in day care centers (2) children can spend their time after school they are provided with meals psychological counselling and assistance at their homework the centers help to restore the relationships between home and school.

Support person service for children Children aged 7-14 of the families belonging to risk groups can get support person service during 12 months. 40 children a year get a support person who works on a voluntary basis and who has completed a relevant training course. Annual supervision

Shelter service for children and for mothers with children 3 shelters for children (number of places 42) 2 shelters for mothers and children (13 mothers + children), 1 is managed by NGO

Assistance to disabled persons The closest partner is Tallinn Chamber of Disabled Persons: involved in the operation of the disabled persons’ commission involved in the operation of the public procurement commission for the acquisition of services involved as experts into the inspection of different projects
