OPPORTUNITIES FOR ACTIVE INCLUSION AND INTEGRATION OF ELDERLY PEOPLE IN THE SOCIAL LIFE OF YABLANITSA AND DRYANOVO MUNICIPALITIES DEVELOPMENT OF THE SOCIAL SEGMENT OF LIFE OPPORTUNITIES FOR ACTIVE INCLUSION AND INTEGRATION OF ELDERLY PEOPLE IN THE SOCIAL LIFE OF YABLANITSA AND DRYANOVO MUNICIPALITIES DEVELOPMENT OF THE SOCIAL SEGMENT OF LIFE Jurmala, Latvia 4 – 6 June, 2012.

ABOUT US Dryanovo and Yablanitsa are Bulgarian municipalities, members of Regional Assocoation of Municipalities «Central Stara planina», and situated in the northern part of Bulgaria. RAM „Central Stara planina” is a free-will association of local authorities, established in November Nowadays the Association unites 15 municipalities, situated on 7800 sq. km on the northern slopes of Stara Planina Mountain with inhabitants. RAM„Central Stara Planina” actively supports the local authorities, advocates their interest and contributes to the strengthening of the local governance in Bulgaria.

DRYANOVO MUNICIPALITY Situated in the central part of Predbalkana mountain in 248,50 sq.km deeply transected relief around 300 m above sea-level. The climate in the region is continental with a mild winter and a cool summer. The municipality includes 1 town – Dryanovo and 62 small villages. Dryanovo is 220 km away from Sofia - the capital of Bulgaria The town is easy of approach by the main roads, connecting Northern and South Bulgaria. Population: people

YABLANITSA MUNICIPALITY Situated in the central part of Predbalkana mountain in 276 sq.km deeply transected relief around 400 m above sea-level. The climate in the region is continental. The municipality includes 1 town – Yablanitsa and 9 villages. Yablanitsa is 85 km away from Sofia - the capital of Bulgaria The town is situated very close to the main Highway of Northern Bulgaria Hemus Population: 6387 people

POPULATION According to the data from the last census of the population of Bulgaria in 2011 the number of the population of Dryanovo and Yablanitsa municipalities is decreasing and tend to progressive advance in age. There are prerequisites for increasing the risk of social exclusion of elderly people from the social life of the community. Ageing of the population impedes the functioning of the social system, the development of the social infrastructure and services to the population. The expenses for social care for elderly people continuously raise. Health care on the territory of both municipalities is carried out by private medical centers, general practitioners and dentists.

SOCIAL CERVICES FOR ELDERLY PEOPLE IN DRYANOVO AND YABLANITSA MUNICIPALITIES

DAYTIME CARE CENTER FOR DISABLED CHILDREN AND ELDERLY PEOPLE - DRYANOVO The social service is designated for people with different diseases – sensor disability, epilepsy, mental backwardness, progressive muscle atrophy, deafness, blindness, etc. The beneficiaries obtain primary hygiene and working skills for independent life. The results are obtained through rehabilitation, working therapy etc. Capacity: 50 places Personnel: 19 people State-funded social service The service is provided by: Association for mentally deceased people

DAYTIME CARE CENTER FOR ELDERLY PEOPLE – DRYANOVO The daytime care center provides the following social services : Daily medical supervisions; Individual and group rehabilitation programs; Remedical gym, suitable for elderly people; Legal and social consultations; Various social activities. Capacity: 40 places Staff: 4 people. State funded social service The social service is provided by Association for social assistance - Dryanovo

ЗАЩИТЕНИ ЖИЛИЩА PROTECTED HOMES There are 4 protected homes and 1 transition home on the territory of Dryanovo municipality: Protected home for physically disabled elderly people in Dryanovo 2 protected homes for mentally disabled elderly people in Tzareva livada village Protected home for mentally disabled elderly people in Gostilitsa village Transition home for elderly people, leaving specialized institutions for mentally deceased people in Radovtsi village.

Social services, provided in the protective and transition homes: Daily medical, educational and rehabilitation services; Organization of the day time and social contact. Support of the physical, mental social and working adaptation of the elderly people; Capacity of each home : people Staff: 5 people per home State-funded social services, provided by Dryanovo municipality and NGOs

DOMESTIC SOCIAL SERVICE - DRYANOVO Complex social services, delivered in the homes of elderly and disabled people: - Daily preparation and delivery of meals; - medical supervision; - house cleaning services; - purchasing of food, medicines, etc. Service, funded by the municipality budget Capacity: 80 places Staff: 5 persons The service is provided on the territory of Dryanovo and Tzareva livada village.

Дряново SPECIALIZED SOCIAL INSTITUTIONS Social institution for mentally disabled elderly people - Dryanovo – capacity 52 places Social institution for psychically deceased elderly people – Radovtsi village – capacity – 100 places Both institutions are meant for disabled elderly people who cannot take care of themselves and need 24-hours specialized medical care. The institutions provide home, medical supervision, social and working activities, according to the needs and the health condition of the beneficiaries. State-funded social services Staff: 90 persons

MUNICIPAL CLUB OF RETIRED PEOPLE - DRYANOVO The club was established 40 years ago in the town of Dryanovo. Nowadays the members of the club are about 270 people. The services offered by the club are: -Games – cards, chess, etc -Social contacts -Excursions, cultural activities, etc. The club is funded by the municipal budget.

SOCIAL SERVICES FOR ELDERY PEOPLE, PROVIDED IN YABLANITSA MUNICIPALITY The Municipality of Yablanitsa delivers for following services: Home and social patronage of 100 places capacity, 80 persons practically served. Daily centre for senior people – 80 places capacity. Services at home department at the Home and social patronage, starting June, 01, 2012; 60 places capacity. Total number of people engaged in the social services segment - 49

SOCIAL SERVICES, PROVIDED IN DRYANOVO AND YABLANITSA MUNICIPALITIES WITH THE FINANCIAL SUPPORT OF EUROPEAN SOCIAL FUND Personal assistant - the service is focused on surmounting the social isolation of families with disabled members, who need permanent care. Domestic servants – hour scheduled home care provided to elderly people
