Service System for Management and Sharing of Scientific Data in Medicine The system is : The key component of the National Program for Sharing of Scientific Data One of the National Basic Core Platforms for Science and Technology

Establishment of Resources of Scientific Data in Medicine To integrate available medical data resources and to set up main databases To organize and rescue medical data with scientific value To collect and utilize international resources of medical data To explore and re-utilize data resources

Establishment of Centers of Scientific Data in Medicine Macroscopically adjusted and directed by the Government Based on the current academic systems in China Implemented step by step under the uniform layout Adoption of the polices, regulations and technical criteria

Establishment of Networks of Scientific Data in Medicine To support the national key programs in science and technology To emphasize data resources in the fields of new and high technology, basic biomedical sciences, and important geographical areas To connect the related professional main databases through Internet To build up the scientific data network with reasonable physical distribution and logistic unification

The System Will Cover Most Areas of Medicine Basic medicine, clinical medicine, public health, traditional Chinese medicine, special medicine, meteria medica, innovative drugs, etc. The database for emerging and re-emerging infectious diseases such as SARS will also be included

Long-Term Objectives of the System To serve research and education in biomedical sciences and to improve the innovation capability in medical sciences and technology To improve the overall level in prevention, diagnosis and treatment of diseases

Mechanism of Organization and Management Model The System will be planned and coordinated as a whole Management and running model featuring the team work of leading, advisory expert and working groups The establishment and running of a center or a network will be carried out by the institutions responsible, in collaboration with related institutions

Leading Group The group will include leaders from the institutions responsible, and several professionals in scientific administration The group will be responsible for the decision- making and coordination of the system

Advisory Expert Group The group will include experts from the expert committee of the National Program for Sharing of Scientific Data, from institutions responsible, and in the field of scientific data sharing The group will be responsible for steering and authorization of general design, selection of the institutions responsible, as well as phase inspection and evaluation of individual project

Working group The group will include members from the working group of the National Program for Sharing of Scientific Data, and principal investigators from the institutions responsible The group will be responsible for the overall design of the project, writing the proposal and report for the project, and actual running of the project

Expected Results To establish a Scientific Data Center/network involved in basic medicine, clinical medicine, public health, and TCM, and to form the running environment of network with reasonable physical distribution and logistic unification To finalize the detailed rules on converge of medical scientific data, the management of data converge, and to provide the sharing service of data To establish Chinese biomedical database, Chinese food ingredients and hygiene database, Chinese neuroinformatics database,and Chinese modern prescription of TCM database

To completely utilize the computer network and communication Technology to set up the System and submit the technical report of sharing service To recruit talents with informatics, computer sciences, and medicine, and to strengthen the team pursuing data sharing, in order to meet the requirements of the System To build up the cooperative environment, and to undertake the data sharing service on SARS and respiratory diseases Sharing service benefits governments, institutions of medical, scientific research,and education, and enterprises and public. Sharing service can be offered in the means of free and nonprofitable charge.
