Libero Control Sheet If the team elects to use 2 Liberos from the onset they are restricted to those Liberos throughout the match. Line Judge Duties & Position

LJ2 R2 R1 There should be a signal on EVERY ball, in or out. Do not become complacent. LJ1

Line Judges (LJ) S. P. L. A. T. : Server faults - Players and Server must be within the lines at time of service contact 2. Pancake - hand under the ball before ball touches the floor 3. Lines (the side line and service line on your side of the court - If any part of the ball “hits” the line it is in; if not, it is out) 4. Antenna violations - Ball must pass COMPLETELY inside the antennae -(possible pursuit) 5. Touches - Watch the hands, not the ball (watch for indicators) – hair does not count as a touch During timeouts - LJs stand at the midpoint of their end line.

Second Referee (R2) Duties

R2 (Second Referee) continued MUST attend a EVR sponsored ref/scorer clinic Must be registered player/adult/coach Responsible for net faults (“interferes with play” or “in the act of playing the ball” Responsible for centerline violations (foot on or above the centerline is not a fault, body can be on the opponent’s side of the court) Manages substitutions (more than one = same as high school) Manages time-outs (30-seconds) Maintains the tempo continued

R2 (continued) Mimics the signals of the R1 (NEVER signal beckon for serve & net serve. 2. Ensures line ups are correct at start of set. Works with scorer and libero tracker to give and receive lineups. Transition to the side opposite the ball during play. Always attempt to be on the blockers side of the net. GOOD, STRONG, BLAST of the whistle is important (keep whistle in your mouth while the ball is in play). 6. Bring your own whistle. 16

R2 - Time Out & Substitution Signals Signal & then Point to bench End of time out - signal time out and then show 2 fingers to the coach & to the R1 Substitution Whistle & signal Wave player onto the court If the other team subs right afterwards - again whistle, signal & wave player onto the court Make sure the scorer has finished the 3 steps BEFOE giving the game signal back to the R1

LEGAL Centerline Situations (The body can be on the other team’s side of the court as long as a part of the body in ON or ABOVE the centerline.)

Hitting the white top portion of the net if NOT playing the ball Net Play LEGAL Contacting the black portion of the net while playing or not playing the ball Hitting the white top portion of the net if NOT playing the ball

Net Play ILLEGAL or FAULT Top of the net - usually white tape or the top 80 cm of the antenna during his/her action of playing the ball; or Taking support from the net simultaneously with playing the ball; or Pulling the net down so the attacker has an easier hit or making the net height shorter Net so major that is stops players from continuing play

First Referee (R1) Duties

R1 (First Referee) MUST attend a EVR sponsored ref/scorer clinic Must be a registered coach/adult (A team player – U18’s - may R1 during POOL PLAY only) Conducts the coin toss and captains meeting Controls (keeps track of time) of warm ups Responsible for ball handling violations Communicates with R2/LJs during the match Assesses sanctions Awards points (loss of rally) Ultimate authority – may overrule any other official Signs score sheet (verifying correct score/winner) at end of match

Any further delay sanctions are a “loss of rally.” A teams first improper request of a match is rejected/assessed without any further action. Sanctions Cards are used to control the match (remain in force for the entire match). If you don’t have cards you can administer sanctions simply by verbalizing the sanction (i.e. Yellow card to player #4 for unsportsmanlike conduct - Individual player receiving the sanction must acknowledge the sanction) Warning Verbal or hand signal Yellow Card Warning Yellow Card (loss of rally) ONLY ONE ISSUED PER MATCH Expulsion Red Card (the remainder of the set) Disqualification Red/Yellow Cards jointly (the remainder of the match)

USA VOLLEYBALL 2013 – 2014 Other clarifications in the front of the rule book. USAV 4.3.3.1 (ADD) Uniform numbers must be clearly visible and centered (both horizontally and vertically) on the player’s chest and upper back. Each jersey must use the same color and number height for all players, except for the Libero jersey, which may have different color and size numbers. Provided it still meets the minimum criteria stated in USAV 4.3.3.2. C) Color combinations such as purple/black, dark green/black, navy/black, white/light yellow or navy/maroon are NOT distinctive enough to comply with the rules

USA VOLLEYBALL 2013 - 2014 USAV 5.3.1 (ADD) A) One assistant coach at a time may stand to give instructions to players on the court, but has no right to intervene in the match …must be 5’10” from sideline and its extension…

USA VOLLEYBALL 2013 - 2014 USAV 7.3.5.4 (ADD) “Where a player is found to be on court but she is not registered on the score sheet list of players, the opponent’s points remain valid, and in addition they gain a point and service. The team at fault will lose all points and/or sets (0:25, if necessary) gained from the moment the non-registered player entered the court, and will have to submit a revised line-up sheet and send a new registered player inton the court, in the position of the non-registered player.”

USA VOLLEYBALL 2013 - 2014 USAV 19.1.1 (ADD) “Each team has the right to designate from the list of players on the scoresheet up to two specialist defensive players: Liberos per match or the team may choose to designate one Libero per set.” A coach may choose zero or one libero at the beginning of the match. Each set may then have a different libero designated. If two are designated, they are locked for the match.

USA VOLLEYBALL 2013 - 2014 ADD USAV 11.2.2 Encroachment into the opponent’s court with any part(s) of the body is permitted, provided some part of the body remains either on in contact with or directly above the centerline, and there is no interference with opponents. In addition, completely crossing the centerline with the foot, feet or hands, or encroachment with other body parts, must not present a safety hazard to opponents. USAV 19.2 The Libero jersey must contrast in color with that of the predominant colors of the jerseys of the other team members….

USA VOLLEYBALL 2013 - 2014 NOTE: It is recommended now AND REQUIRED beginning Sept 1, 2014, the Libero shall wear a uniform top that is immediately recognized from all angles as being in clear contrast to and distinct from the other members of the team.
