First Latvian Rural parliament The Land of Blue lakes - Latgale

Regional policy guidelines Latvian Rural forum about rural areas till 2020 Accept an increasing inequality of living conditions in Latvia as a norm. To identify the populated areas that have better long-term perspective and to invest only in those. To study infrastructure in the rural areas, to avoid irrational expenses due to too high demand. Latvian rural areas is a Latvian basis, because these areas include natural resources, strong family base, environment for saving Latvian traditions and typical Latvian landscape and is the place where high quality traditional food comes from. Rural areas are the places for different characteristic Latvian economies and the foundation of the traditional way of life. Civil society and democratic policy primarily focuses on public participation in public administration at the national level, rather than at the local level. If existing development tools (subsidies, grants, etc.) are not adequately adapted to sustainable development, they are stimulating excessive focus on external resources and not identifying internal community potencial.

Social and human capital in the rural areas are critically reducing. Economical breakthrough - National Development plan In the rural areas 35 % work in the farming, forestry and fisheries. 44 % - in the social sector.
