Energy Efficiency Directive – 2012/27/EU A 2030 framework for climate and energy policies – Green paper COM(2013) 169 Policy framework for climate and energy 2020 to 2030 – COM(2014) 15 European Energy Security Strategy – COM(2014) 330 STEER
Transport policy background Urban Mobility Package (Dec. 2013) o Essentially CO2-free city logistics in major urban centres by 2030 o Urban vehicle access regulations can help optimise urban access, improve air quality and contribute to the goal of phasing out conventionally fuelled cars in cities by 2050" White paper on transport – COM (2011) 144 o Halve the use of conventionally-fuelled cars in urban transport by 2030; o Phase conventionally-fuelled cars out in cities by 2050; o Achieve an essentially CO2-free logistics in major urban centres by Clean Power for Transport Package o Directive on the deployment of alternative fuels infrastructure (COM(2013) 18): targets per MS on minimal number of recharging points for EV put in place (Annex II) + 10% publicly accessible STEER
Programme framework The Intelligent Energy Europe (IIE) Programme invests €730 million in the period to encourage the uptake of proven intelligent energy solutions. Its field of actions comprises: o Energy efficiency and the rational use of energy (SAVE) o New and renewable resources (ALTENER) o Energy in transport (STEER) o Integrated initiatives 6

Programme Initiatives Eltis - the urban mobility observatory o European Commission's online portal on urban mobility. It facilitates the exchange of information, knowledge and experiences in the field of urban mobility in Europe. European Platform on Sustainable Urban Mobility Plans (SUMPs) o supports the further development of the SUMP concept; provides information; supports coordination and cooperation across EU-supported actions. The Clean Vehicle Portal o a web-database with detailed information about clean and energy efficient road transport vehicles in Europe which helps public institutions to procure vehicles in compliance with the European Clean Vehicles Directive (2009/33/EC). STEER

( ) STEER Support the inclusion of energy and environmental criteria for the procurement of rail technologies and services by Public Administrations. Guidelines (EN, DE, IT, DK, HU, RO, SE) are still used in the rail system classes of Timisoara Politehnica Universy (RO); In Timisoara (RO), project members were asked by Romanian National Authorities to reformulate current procurement legislation to take into account environmental and energy efficient criteria.
( ) Platform for the promotion of Mobility Management (MM) among ministries and appointed agencies responsible across the EU STEER The website is a comprehensive tool which includes: Calendar, including an up to date list of MM related events; A download section, with several related documents to MM; A tool and service section, including evaluation tools (MaxEva), city modal split data (TEMS), etc. 21 national networks on Mobility Management set up ENDURANCE, a recently funded IIE project, uses the network and contacts of EPOMM-PLUS!
(05/ /2013) Capacity building and market stimulation activities to support the development of eco-driving schemes in PL, RO and CZ. STEER The train the trainer Programme coached 83 trainers who successfully delivered the Eco Driving Programme (EDP) involving 2,315 drivers; IRU Academy, a road transport training organisation, ensures the project continuation by managing both training programmes. Any organisation wishing to deliver road transport training programmes can apply for an IRU Academy accreditation!
(05/ /2014) Short duration trainings for licensed drivers and integrate them into driving education courses for learner drivers in 13 EU countries. STEER Project findings were included in two manuals, one for instructors of learner drivers and one for licensed drivers. A contact list of driving instructors certified as ECOWILL trainers to give short-duration Eco driving lessons to licensed drivers The project provided trainings to some 30,000 learner drivers and 10,624 licensed drivers The project contributed to the changes in the European Directive 2006/126/EC on driving license standards for category B, making eco-driving a mandatory element of the practical examination of category B driving licenses in all European countries.
Online questionnaire Short online questionnaire addressed to project coordinators and partners of 30 closed STEER projects to: o Identify the most significant project achievements; o Assess the magnitude to which projects had an impact beyond project life; o Identify means to which project impacts could be strengthened after project closure; o Identify project success factors. STEER of the more than 300 recipients answered the survey.
Would you have started the project without STEER funding? STEER
Which was the 'most successful product'? STEER
Which was the 'most successful service'? STEER
Which 'successful service' continued after project closure? STEER
Next steps Workshop findings will be incorporated into a self-standing publication on STEER Project consortium will have the opportunity to comment on the report STEER
