Panel Voting on Proposals This section is suggested to clarify the process for voting on proposals prior to submission to the Commission High Level Proposal (including slight re-wording) –At the Chairman's discretion – a round table vote of panel members may be deemed necessary. –Each Member has the responsibility to vote in accordance with the views and interests of the appointer. –The Chairman shall record all votes and abstentions from Members including any the views of the Members made during the voting process for submission to the Commission. –The Chairman taking into account the views of the Panel and the results of the voting process, if required, may determine that the Proposal: Does not merit any further consideration; Shall be submitted by the TSO to the Commission as a Grid Code modification for approval. The modification application shall include the original Proposal and the views and considerations of the Grid Code Review Panel, including the results of the voting process; or Merits further consideration.

Additional Change Members Responsibilities & Protections: Section 11.3 –Members have the responsibility to engage with the parties that comprise the Appointor. The Member(s) shall use reasonable endeavours to engage with these parties.
