FUTURE LICENSING POLICY New Licensing Exploration Policy (NELP) launched in 1998 (8 Rounds) Open Acreage Licensing Policy (OALP) to be launched soon

OALP FRAMEWORK  Indian territory demarcated into grid pattern with grid size 1 0 x 1 0 as zones with further sub-division into sectors of size10’ x 10’  These zones and sectors will provide basis of selection of size and shape of grid pattern of future exploration blocks

PROPOSED GRID PATTERN Areas will be defined and awarded in grid pattern

PROPOSED GRID PATTERN

º X 1º grid will be further divided in 10’X10’ PROPOSED GRID PATTERN

NDR-India Objectives DGH Initiatives Data Types Business Model Project Plan NDR Phases Public Access NDR Functionalities Challenges Vision

OBJECTIVES Establishing national data archival Improving data quality and access for quality exploration To cover larger area under exploration Providing basis for long term energy policy formulation

OBJECTIVES Validate, store and maintain high quality and reliable geo-scientific data Facilitate efficient data reporting, data exchange, and data trading among existing players including all geo- scientific agencies Improve DGH’s ability to monitor and control the E&P activities and reporting Encourage new E & P activities by providing high quality and reliable data

OBJECTIVES Strengthen overall E&P activities in India Support an open acreage system for an improved Global E&P Business environment in India Provide quality E&P data for Processing, Interpretation and Visualization Centers at DGH

DGH INITIATIVES Study of globally successful NDRs like NPD Collaboration with Norwegian Petroleum Directorate (NPD) A business and operational model worked out

Cultural data Concession boundaries & Basin boundaries Coverage areas for E & P data sets & Facilities Political boundaries (state, national & international and other administration areas) Rivers, roads & land-use patterns Bathymetry data & National Grid data Seismic (Raw and Processed) Well and Log Core interval, scanned core images DATA TYPES- I

Reservoir and Production Drilling Gravity and magnetic Geological and Geochemical data Coal Bed Methane Gas Hydrate Remote Sensing DATA TYPES- II

BUSINESS MODEL State owned Build, Populate and Operate on Turnkey basis DGH to procure all hardware and software Maintenance and Operation shall be under contract All data associated with the NDR will be the property of Govt. of India.

NDR PROJECT PLAN

MOBILIZATION & BUILD-UP PHASE Mobilize the implementation team Shipment and install the hardware and software Test and verify communications, web access and robotics Perform all tasks required prior to the commencement of the initial population and operation phases Prepare site-specific Operations & Maintenance manuals encompassing all NDR services

MOBILIZATION & BUILD-UP PHASE Implement data loading methodology Deploy and test the Disaster Recovery and Business Continuity plans Formulate the data loading strategy and priorities Establish all relevant standards (for naming conventions, data standards, submission standards, etc.) Establish Contract performance measurement and reporting procedures Put into operation the quality management plan and the HSE plan

NDR DATA LOADING NDR will be populated, in the next five years, with geo-scientific data of the magnitude of  2.2 million line kms of 2D Seismic  1.0 million sq kms of 3D Seismic  Logs of 8,500 wells  17,000 well reports and  34,000 scanned logs and 2,300 Seismic reports The NDR is scheduled to be operational by mid 2010

PUBLIC ACCESS General information about NDR and DGH Inventory of E & P data News on DGH activities including upcoming NELP Rounds and OALP Well locations 2D lines and 3D survey outlines Lease boundaries Cultural data, etc.

NDR FUNCTIONALITIES GIS user interface to handle metadata Independent Web-based access Data capture of original format for seismic and log data For seismic data, the preservation and storing of acquisition and processing parameters Ability to store data (seismic & raw logs) in on-line, near-line and off-line modes Keyword searches for metadata

NDR FUNCTIONALITIES For seismic data, ability to select and deliver selected subsets of data within a geographical area, according to entitlements Tracking and delivery of data orders via WWW or direct connect Ability to read data delivered on various media such as 4mm, 8mm, 3480, 3490, 3590, 3592 and LTO Ability to load header information – seismic and logs

NDR FUNCTIONALITIES Data output in common projection/datum formats Snapshot of trace data prior to downloading large volumes. Link to physical assets inventory Preparation and plotting of various maps in multiple formats (e.g. CGM, postscript, PDF) Data entitlement shall be accomplished by adding/modifying entitlement records rather than by data duplications. Business Continuity and Disaster recovery

CHALLENGES Establishing a high quality set of meta data Collection, Validation and Standardisation of Legacy data Commitment from E&P companies Matching of already awarded exploration block boundary with OALP grid pattern

NDR VISION Integration Of Following Data In The NDR : Oil Shale Shale Gas Surface Geological Data From GSI Coal Oceanographic Data Sea Bed Exploration Data  Seamless Data Flow & Exchange With Other NDRs

NDR VISION NDR as one stop shop for all fossil fuels & mineral resources data in India

Thank you
