At European level, we have CEN, CENELEC and ETSI. At international level, we have ISO, IEC and ITU. The national standards bodies are members of the European and international organizations. Vasco Fassina - CEN TC 346 - Conservation of Cultural Property In 1978 the Italian Ministry of Cultural Property and the National Research Council jointly set up the NORMAL Commission with the aim to make a standardization regarding the test and analyses methods for the conservation of stone materials. After a twenty-year experience in 1997 the NORMAL Commission converged in the standardization activities carried out by UNI (the Italian Body of Standardization) In 2001-UNI presented at CEN (European Committee for Standardization) a request for the Standardization on Conservation of Cultural Property at a European level

Scope of the CEN/TC 346 Proposed Action(s) : Vasco Fassina - CEN TC 346 - Conservation of Cultural Property Scope of the CEN/TC 346 Proposed Action(s) : Standardisation in the field of definitions and terminology, methods of testing and analysis a) To support the characterisation of materials and deterioration processes of movable and immovable heritage, b) To support the products and technologies used for the planning and execution of their conservation, restoration, repair and maintenance

Vasco Fassina - CEN TC 346 - Conservation of Cultural Property Movable heritage includes fine and decorative art, ethnographic objects, scientific and technological instruments, musical instruments, etc., archaeological artefacts in/or recovered from immovable property or concealed in the earth or underwater. Immovable heritage includes buildings, sites, structures or other features of historic, archaeological or architectural value.

Vasco Fassina - CEN TC 346 - Conservation of Cultural Property In particular, the standardisation activity on the conservation of Cultural Heritage deals with: 1) terminology relevant to movable and immovable artefacts, and to the conservation of the artefacts and of the material constituting the artefacts themselves, so that a common European terminology can be created; 2) guidelines for a methodological approach to the knowledge of the artefacts and of the materials constituting the artefacts, of the deterioration processes, and of conditions of optimum long-term conservation (preventive conservation) preservation work; 3) test and analysis methods for the diagnosis and for the characterisation of the artefacts and of their state of conservation with regards to outdoor and indoor environmental parameters;

Vasco Fassina - CEN TC 346 - Conservation of Cultural Property 4) test and analysis methods (in laboratory and in-situ) for the evaluation of the performance of the products and methodologies to be used in the conservation work (ordinary and/or extraordinary maintenance); 5) test and analysis methods for the evaluation of conservation conditions of indoor Cultural Heritage. In particular, standardisation on transportation and packaging methods, shall take in due accounts the needs and problems related to itinerant exhibitions and exchanges of works of art, in the permanent presentation conditions in museums, galleries, libraries and archives, in temporary exhibit galleries, in stores and in transport packaging.

Strategies adopted to reach the Objectives Vasco Fassina - CEN TC 346 - Conservation of Cultural Property Strategies adopted to reach the Objectives The main objective of CEN/TC 346 is to draft standards which will help conservation professionals in their restoration and conservation work, ensuring at the same time the possibility for European experts to exchange information on test and analyses methods on Cultural Heritage. Therefore, this standardisation activity will permit to harmonise and unify methodologies for all the European area.  Existing National standards can be taken into account as basis for the development of European standards, and the final results will be the production of "EN standards".  Under the responsibility of CEN/TC 346, several Working Groups are established and these groups include experts from CEN different Member states for a co-ordinated European perspective.

CEN/TC 346– Conservation of Cultural Heritage Vasco Fassina - CEN TC 346 - Conservation of Cultural Property CEN/TC 346– Conservation of Cultural Heritage WG 1 - General guidelines and terminology WG 1 has the responsibility for the drafting of: -guidelines on conservation planning, including monitoring; -standards on terminology dealing with movable and immovable components, with degradation processes and its graphic and symbolic documentation; -guidelines on security and safety conditions relating to the use of cultural heritage by the public. WG 2 - Materials constituting cultural property WG 2 has the responsibility listed below: -to define tests and analyses methods for the characterization of the materials -to define tests and analyses methods for the evaluation of the state of conservation/preservation of the materials

WG 3 – Evaluation of methods and products for conservation works Vasco Fassina - CEN TC 346 - Conservation of Cultural Property WG 3 – Evaluation of methods and products for conservation works WG 3 has the responsibility of drafting documents on criteria to select methods and/or products and operating/working conditions in relation to the conservation/restoration, repair, maintenance and preventive conservation work; and of drafting documents on the methodologies to be used.   WG 4 - Environment WG 4 has the responsibility for the drafting of guidelines for the control of environmental variables, and of standards on the measurement of indoor, including exhibition and storage conditions, and outdoor environmental conditions, and on artefacts/environment interaction. WG 5 – Transportation and packaging methods WG5 has the responsibility for the drafting of standards on methods of packaging and transportation of cultural heritage outside the institutions.
