General Information – Connecticut has been a leader in delivering nationally recognized efficiency and renewable energy programs for over two decades. – Historically, these have been stand alone efforts, targeting individual measures delivered through traditional channels. Examples include discounted CFLs sold at big box retail outlets, rebates on solar systems, etc. – The Pilot will build on that experience, combing multiple individual programs into a single, comprehensive approach for homeowners. The Pilot will provide access to Home Performance professionals and utility staff who can provide: Immediate improvement in the home’s performance and comfort through the direct installation of measures; Resources to quickly achieve deeper savings, e.g., insulation; Information about current or future fuel choices, e.g., natural gas, efficient electric or fuel oil equipment options; Information about ways to improve the health and safety of their home; Information about renewable energy options, and; The resources necessary to finance these investments. – The information collected through this effort will allow us to better deliver these services going forward. 2
Town Selection Criteria – Town has signed the Clean Energy Community Pledge – Town has a Clean Energy Task Force willing to dedicate resources to this Pilot – Town has a mix of homes located on-main, near-main, and, off main – Town did not participate in SolarizeCT – Towns displays economic diversity – Town can communicate a paving and road work schedule to PA’s – One town with no natural gas service – Only EE and renewable opportunities 3
Public Policy Objectives Foster a culture of EE through market transformation – Identify strategies to reach and aggregate residential customers – Increase awareness about the benefits of Home Performance and Healthy Homes initiatives – Increase awareness about alternate fuel options, now or when the need arises – Market these products and services as investments that “pay dividends” or similar theme – Introduce Home Energy Labels – Work to achieve a cultural shift regarding EE and renewable energy – Identify opportunities to transform the market for the Home Performance industry – Meet the Weatherization goals identified in Public Act (this is not customer facing) 4
