Objectives Identify potential Rain Water Harvesting issues related to the adopted building codes in VA. Illustrate areas of building code application through actual examples of Rain Water Harvesting systems. Discuss and provide solutions to key areas of concern with Rain Water Harvesting.

The Building Code Element

Building Code Regulations VA - Uniform Statewide Building Code (USBC) The document used to enforce building code provisions across the Commonwealth as set forth by the Code of Virginia.

USBC Established in Updated approximately every 3 years. Currently references the 2006 edition of the International Code Council (ICC) family of codes. –International Plumbing Code (IPC)

IPC Requirements Scope. This chapter shall govern the materials, design and installation of water supply systems, both hot and cold, for utilization in connection with human occupancy and habitation and shall govern the installation of individual water supply systems.

IPC Requirements Potable water required. Only potable water shall be supplied to plumbing fixtures that provide water for drinking, bathing or culinary purposes, or for the processing of food, medical or pharmaceutical products. Unless otherwise provided in this code, potable water shall be supplied to all plumbing fixtures.

IPC Requirements Individual water supply. Where a potable public water supply is not available, individual sources of potable water supply shall be utilized Sources. Dependent on geological and soil conditions and the amount of rainfall, individual water supplies are of the following types: drilled well, driven well, dug well, bored well, spring, stream or cistern. Surface bodies of water and land cisterns shall not be sources of individual water supply unless properly treated by approved means to prevent contamination.

IPC Requirements General. A potable water supply system shall be designed, installed and maintained in such a manner so as to prevent contamination from nonpotable liquids, solids or gases being introduced into the potable water supply through cross-connections or any other piping connections to the system. Backflow preventer applications shall conform to Table 608.1, except as specifically stated in Sections through

IPC Requirements of potable and nonpotable water. In all buildings where two or more water distribution systems, one potable water and the other nonpotable water, are installed, each system shall be identified either by color marking or metal tags in accordance with Sections through

IPC Requirements Where required. All roofs, paved areas, yards, courts and courtyards shall drain into a separate storm sewer system, or a combined sewer system, or to an approved place of disposal. For one- and two-family dwellings, and where approved, storm water is permitted to discharge onto flat areas, such as streets or lawns, provided that the storm water flows away from the building.

USBC – Code Modifications Issuance of modifications. Upon written application by an owner or an owner’s agent, the building official may approve a modification of any provision of the USBC provided the spirit and functional intent of the code are observed and public health, welfare and safety are assured. The decision of the building official concerning a modification shall be made in writing and the application for a modification and the decision of the building official concerning such modification shall be retained in the permanent records of the local building department.
