2 Funding Opportunity Announcements (FOAs) Program Announcement (PA and PAR) –Allows the NIH to publicly declare interest in supporting a defined area of science without committing funds up front. –Involves multiple application receipt dates. –Specifies only standard review criteria. Request for Applications (RFA) –Allows the NIH to promote a defined area of science by announcing an opportunity with associated, committed funds (i.e., set-aside $$$$). –Generally involves a single receipt date. –Specifies standard plus special review criteria.

Relative Numbers of FOAs, PAs, and RFAs (at a single time point) On June 18th, there were 958 active NIH- issued FOAs, of which 817 (85%) were PAs/PARs and 141 (15%) were RFAs. The numbers and kinds of FOAs vary over time so it is important to check the NIH Guide regularly for items of interest and changes of importance. 3

4 Notices Notices in the NIH Guide are used to announce: Policies and procedures; Changes to FOAs; Some contract solicitations; Requests for Information; and Other general information items. A Notice that announces a change to an FOA is always added as a hyperlinked “Related Notice” on the first page of the FOA.

Catalog of Federal Domestic Assistance (CFDA) provides a full listing of all Federal programs available to: State and local governments (including the District of Columbia); Federally-recognized Indian tribal governments; Territories (and possessions) of the United States; Domestic public, quasi- public, and private profit and nonprofit organizations and institutions; Specialized groups; and Individuals. Catalog of Federal Domestic Assistance (CFDA)

“Parent” Program Announcements Omnibus Parent Announcements are for use by applicants who wish to submit what were formerly termed “unsolicited” or “investigator-initiated” applications (because all applications must now be submitted in response to FOAs). 10

Parent Program Announcements NIH currently has 23 active Parent Program Announcements (PAs), each for a specific grant mechanism (or activity code). Five Categories of Parent PAs: Research (R) Announcements (R01; R03; R13/U13; R15; R21; R41/R42; R43/R44); Research Training (T) Announcements (T32; T35); Career Development (K) Announcements (K01; K02; K07; K08; K23; K24; K25; K99/R00); Fellowship (F) Announcements (F30; F31; F31-Diversity; F32; F33); Administrative Supplements Announcement (for all activity codes). 12

Parent Program Announcements (continued) Three important Parent PAs are: PA , NIH Research Project Grant (Parent R01), on which 20 NIH Institutes/Centers (ICs) participate; PA , NIH Exploratory/Developmental Research Grant Program (Parent R21), on which 18 ICs participate (but not NCI, so check out PAR ); and PA , NIH Small Research Grant Program (Parent R03), on which 11 ICs participate (but not NCI, so check out PAR ). 13

Academic Research Enhancement Award (AREA; R15) Grants Support small-scale research projects in the biomedical and behavioral sciences conducted by faculty and students in educational institutions that have not been major recipients of NIH research grant funds. 14

R15-Eligible Institutions and Applicants Institutions offering baccalaureate or advanced degrees in biomedical or behavioral sciences. Institutions receiving less than $6 million per year in NIH support (averaged over 7 years). Individuals with primary faculty appointments at R15-eligible institutions. Individuals who are not Principal Investigators on other active NIH research grants. 15

Special R15 Submission Requirements A profile of available and former students at the institution: –Demographics; –Number who are enrolled in baccalaureate and doctoral degree programs (if applicable); –Number who have obtained advanced degrees in the health-related sciences. Evidence of the PI’s experience in supervising students on a research project. A description of the special characteristics of the institution that make it appropriate for an R15. 16

Strategies for Successful R15 Applications Address the AREA-specific programmatic goals in the application –Support meritorious research: Research should contribute to the field; Results should be publishable. –Expose students to research: Profile of available and former students at the institution; Experience of the investigator in working with students; How students will be incorporated into the research project; How students will benefit from this research experience. –Strengthen the research environment: The suitability of the institution for an award; The impact the AREA grant will have on the institution. 17

NIH/CSR Early Career Reviewer (ECR) Program The goals of the ECR Program are to: Train and educate qualified scientists without prior CSR review experience. Help emerging researchers advance their careers by exposing them to a peer review experience. Enrich the existing pool of NIH reviewers by including scientists from less research- intensive institutions. 24
