Elements to consider in developing the DLA The DLA identifies the potential value of how to utilize ICT The DLA must visualise a long term commitment and focus A good DLA focuses on how to succeed with the service deliverables - Internally - Externally

The DLA must support national directives –eNorge 2009 –Stortingsmelding 17 – ”Eit informasjonssamfunn for alle” –Stortingsmelding 19 –eKommune lokal digital agenda These documents are important in terms of defining the ICT ambitions on a national level for public sector… National preconditions…

Increased quality of service Participation in the information society for all Ingreased productivity, free resources and increased welfare Better and more acceccible services through digital public services 24 hours a day High focus on information security for the citizen Increased digital collaboration between municipalities and other levels of public sector and private sector National documents defines the following key areas

Overall targets and vision for the DLA Establish a vision for the municipality and/or region Define concrete targets. For example: –Effective and services for the future –Higher degree of availability, better services and efficient collaboration –Inclusive online services –Make avilable to the citizen relevant personal information –Information security –Social inclusion –Environment –Etc….

A strategic part This document describes the long term vision and strategy of the municipality or region. Defines what areas have definite priority and focus. In a regional context it defines the shared strategic intent with the collaboration. A action oriented part This document is the actionplan that defines the projects and initiatives that is needed i order to comply with the strategic DLA document. Main structure of a DLA
