Community & Environmental Services Parks and Recreation

David was born at the Shaw Air Force Base in South Carolina. His family moved to Central Florida when he was 6 months old. David R. Linck 30 Years David graduated from Winter Park High School. He came to work for Orange County in 1980 at Kelly Park. He has worked at Moss, Downey and Warren parks. He’s currently assigned to the Tibet Butler Preserve.

Dave Linck - 30 Years David has won the WOW Award and was selected Employee of the Month. He has participated in the year-long Audubon Eagle Employee of the Quarter Watch Program at Tibet Butler. David has two children: David III and Richard. He claims to be the Colonial Lanes Bowling Champ. He enjoys drag racing at Speed World and he’s an avid sport fisherman and bird watcher and a member of Wings Over Florida. He enjoys going to the beach, visiting Florida landmarks, car shows, watching NFL and college football and he never misses a Magic game. *

Community & Environmental Services Code Enforcement

Norm was born in Baltimore and moved to Central Florida in Norman Spiwak 20 Years He graduated from the University of Baltimore with a Juris Doctor Degree. He is also a certified Code Enforcement Professional with the Florida Association of Code Enforcement. Norm was hired as a Code Enforcement Officer in 1990 at Housing and Community Development. He moved to Zoning when it became a division in 1999.

Norman Spiwak - 20 Years Norm has assisted with numerous projects including the Central Florida Classic, community clean-ups and the statewide Sign Sweeps Program. He has been married to Susan for 34 years and they have two children: Erin and Jill. In his spare time, Norman enjoys reading. *

Administrative Services Fleet Management

Pedro was born and raised in Ponce, PR and graduated from Ponce High School. Pedro N. Vazquez 30 Years He was certified as a Motor Vehicle Inspector in 1971 and has intensive training in hydraulic and diesel equipment. Pedro has earned many certifications: Vac-Con Combination Sewer Cleaning, PM Maintenance & Basic Electrical on transmissions, Engine Performance, Brakes, Diagnostics, Fuel Injection, and Hydraulics.

Pedro Vazquez - 30 Years Pedro came to Orange County in 1980 to work as a mechanic with heavy equipment. He was promoted to Equipment Mechanic II in 1990 and EM III in Pedro received special recognition for his work during the 2004 hurricanes. He’s been married to Luz for 42 years and they have two children: Pedro, 40 and Wallys, 36. In his spare time, Pedro collects antiques, enjoys fishing and serves as a minister for the Jehovah’s Witnesses. He also helped Miami citizens during Hurricane Andrew recovery efforts. *

Corrections Department Office

Rickey was born and raised in Orange County. He served three years in the Army, graduated from Columbia College with a degree in Criminal Justice Administration and is a state certified Jail Inspector. Rickey Lee Dumas - 25 Years Rickey was hired by the Orange County Sheriff’s Office in 1985 as a Correctional Officer. He’s been promoted several times and is currently an Acting Major.

Rickey Dumas - 25 Years Rickey was instrumental in the opening of the Juvenile Assessment Center and the new Booking and Release Center. He has been married to Darlene for 28 years and they have two daughters. Rickey enjoys sports during his free time. He also serves a Youth Sunday School Teacher and Deacon with his church. *

Corrections Community Corrections

Shanqueta was born and raised in Orlando, graduated from Oak Ridge High School and obtained a Criminal Justice degree from Valencia Community College. Shanqueta Yvette Ashley 20 Years She came to work for Orange County in 1990 as a Control Desk Monitor. She was promoted to Youth Care Officer in 1997, and Correctional Officer in She is currently a Community Corrections Officer for Pretrial Diversion.

Shanqueta Ashley- 20 Years Shanqueta received the STAR Award for the development of the first Control Desk Monitor Training Manual. She attended the Corrections Academy in She has one son: Darrion, 14. Shanqueta is a leader with the Children’s Church Ministry Program and a member of the Youth Counsel. She enjoys cooking, is interested in Genealogy, and spends much of her free time with her son. *

Mike was born in Pittsburgh, PA and moved to Florida in He graduated from Edgewater High School and Seminole Community College. Michael John Benzer 25 Years Mike was hired by the Sheriff’s Office in 1985 to work with at Corrections. In 1989, he was promoted to Senior Community Corrections Officer and in 2004, to Unit Supervisor.

Mike Benzer - 25 Years Mike has been married to Gay for 26 years, and they have one son: Michael II, who graduated from USF in In his spare time, Mike enjoys working in the yard, all types of sporting events, bowling and spending as much time with his wife and son as possible. *

Corrections Security Operations

Jimmy was born in Oglethorpe, GA and moved to Orlando. He’s a graduate of Jones High School. Jimmy Echols Jr. 30 Years Jimmy served three years in the Army, with a tour in Germany. He was hired by Orange County Corrections in 1980 to work at Central Booking and the Annex, where he worked for 12 years.

Jimmy Echols - 30 Years Jimmy transferred to the Genesis Facility for 5 years, and he’s currently assigned to the laundry. He has been married to Linda for 28 years and they have two sons: Christopher, 23 and Jonathan, 24. Jimmy enjoys fishing, sightseeing on his motorcycle, cooking and baking. He has decided to retire on December 5 th. *

Isidro was born in Bronx, NY and moved to Central Florida in He graduated from Oak Ridge High School. Isidro J. Iglesias 25 Years Isidro was hired by Orange County in He has worked in the Main Facility, Horizons and Genesis. He has had the following job assignments: Medical Officer, Medical Transportation Officer, Juvenile Detention, Perimeter Security, Laundry, Recreation, Recruiting, and the Office of Professional Standards.

Isidro Iglesias - 25 Years Isidro received an Award of Excellence for his work with new hire recruiting and numerous Teamwork Awards. He has been a certified Master Corrections Officer for 4 years. Isidro is married to Jennifer and he has four children: Jon, Janelle, Adam and Ashley. In his spare time, he enjoys hunting, fishing, boating, racquetball, softball and traveling. *

Doug was born and raised in Orlando and graduated from Boone High School. He attended Valencia Community and Daytona State Colleges. Douglas O. Thomas 25 Years He was hired by the Orange County Sheriff’s Office in 1985 as a Corrections Officer. Doug has served in many areas of Corrections including: “Old Courthouse”, Central Booking, Main Facility, Prelude in Lake County, Road Crew, Perimeter Security and is currently assigned to the downtown Courthouse.

Douglas Thomas - 25 Years Doug has received two Meritorious Service Awards for the recapture of escaped inmates. He has been married to Laura for 25 years and they have two children: Michael, 16, and Lea, 13. In his spare time, he enjoys fishing, Geocaching (a high tech scavenger hunt using GPS) and camping. He cherishes his time with his family and volunteers on a monthly basis at his church. He is very involved with his children and their activities. *

Vic was born in Logan, WV and moved to Orlando in He graduated from Colonial High School and is currently enrolled in Ashworth University. Kenneth V. Adkins 25 Years He was hired by Corrections in 1985 as a Correctional Officer to work at the Main Facility. Vic has been promoted to Corporal, Sergeant, Lieutenant, Captain and was recently appointed Major of the Security Operations Division.

Ken “Vic” Adkins - 25 Years Vic’s father is retired from Corrections, his brother Jeff is a Sergeant and his brother, Dustin is a Deputy with the Hernando County Sheriff’s Office. Vic’s been married to Lisa for 24 years and they have two children: Lianne, 23, and Brian, 19, a pitcher with the UCF baseball team. Vic’s hobbies include: Running, swimming, spending time with his family, and cheering for the UCF “Knights” during sporting events. *

Family Services Head Start

Donna was born in Ware, MA, and moved to Florida in She graduated from Ware High School and Westfield State College with a degree in Education and a teaching certificate. Donna M. Dellarocco 20 Years Donna was hired by Orange County in 1990 as a Lead Teacher with Head Start.

Donna Dellarocco – 20 Years Donna was promoted to a Center Supervisor, but preferred working in the classroom with the children, where she could make a difference. She is presently with the VPK program at the Hal Marston Center. Donna has been married to Lee for 25 years, and they have one son: Michael, 24. In her spare time, Donna enjoys needlework, traveling and reading. But, what she enjoys the most, is spending quality time with her family. *

Family Services Fiscal Office

Michelle was born in Brooklyn, NY and moved to Orlando in She graduated from Winter Haven High School, Polk Community College, Florida State University and Capella University Michelle Terese Sever - 20 Years Michelle is a Certified Human Resources Professional. She started her Orange County career with Corrections in 1990 as a Correctional Officer. She worked as an Orientation Officer, Training Officer and Corrections Academy Coordinator.

Michelle Sever – 20 Years In 2002, Michelle was promoted to the Human Resources Recruitment and Employee Relations Division as an Human Resources Analyst. In 2006, she was promoted to Senior HR Analyst to assist the HR Director. In 2008, she became HR Administrator at Corrections; and in 2009, Michelle assumed her current durties as HR Administrator with Family Services. She has been recognized for outstanding service several times and has received many awards. Michelle has been married for 16 years and has two children. She is involved with many of her children’s after school activities. *

Fire Rescue Operations

Richard was born at Ft. Devens, MA, son of an Army Officer. He graduated from Winter Park High School and also served in the Army. Richard D. Proctor 25 Years Richard attended the Orange County Fire Academy and worked 2 years in South Florida before moving up to Orange County in He has received the Meritorious Service Award and was honored as Firefighter of the Year for assisting three children.

Richard D. Proctor – 25 Years Richard has also received numerous Unit Citations. He was instrumental in the recovery efforts in Osceola County after the 1998 tornadoes. He is married to Debora and they have three children: Leah, 26, Cory, 19, and Andrea, 18. In his spare time, Richard enjoys landscaping and reading, averaging 2 or 3 books a week. Richard loves people and gives his all for others. He believes the world is not a bad place to be. *

Augie was born in Bridgeport, CT and moved to Central Florida in He’s a graduate of Mid- Florida Tech. He joined Orange County in Charles W. Argabright 25 Years Augie received special recognition for 1998 wildfires, two hurricanes deployments and Tropical Storm David. He was promoted to Engineer in 2004.

Charles Argabright – 25 Years Augie occasionally rides up as Lieutenant and he’s currently assigned to OPS13/MCU2 driving the 18 wheeler/tractor trailer. He has been married to Katherine for 21 years and they have two children: Kaylan, 17 and Kyle, 15. Augie and Katherine have been foster parents for 2 years and they’ve fostered over 40 children. He and his wife now enjoy traveling. *

Public Works Roads and Drainage

Jon was born in Birmingham, AL and moved to Central Florida in He graduated from Boone High School. Jon S. Perkins 30 Years He started with Orange County in 1980 in the Stormwater Management Division (now Roads and Drainage). Jon was hired as an Equipment Operator I and has been promoted several times up to Foreman.

Jon Perkins – 30 Years Jon currently works as an Equipment Operator IV on the dragline and mobile crane unit. He has completed the Rollins College Supervisory Training Program. Jon has one daughter: Kathryn. In his spare time, he enjoys fishing, hunting, traveling and repairing boats. *

Andy was born in Montgomery, AL and graduated from Plant City High School. He served in the Army with the 82 nd Airborne Division. Andre L. Price 20 Years Andy joined Orange County in 1990 in the Water Department as an Equipment Operator I with the ground maintenance crew. He was promoted in 1992 to Equipment Operator II and crew leader.

Andre Price – 20 Years Andy graduated from the Rollins College Supervisor Training Program. In 1992, he was promoted to Equipment Operator III in the Heavy Equipment Section and in 1996 to EO IV as a Jetter Operator. Andy got his dream job in 1999 running the Menzi muck that cleans out the drainage ditches. He has been married to Charlene for 20 years and they have one son: Scott. Andy plans to work for Orange County for another 15 years. His hobbies include: Hunting, fishing, camping, cooking and motorcycle riding. *

Utilities Engineering

Earline was born and raised in Oviedo. She graduated from Oviedo High School and Jones College as a Registered Nurse. Earline T. Carwise 30 Years Earline was hired in 1980 to work in the Sewer and Water Division as an Engineering Technician I. She has been promoted to Engineering Technician II, III, CADD Technician, and is currently a GIS Technician.

Erline Carwise – 30 Years Earline has been involved in many water and wastewater projects, including: Inventory of assets, manual board drafting, migration drafting board data to computer aided drafting, legal descriptions and GIS research. She has assisted with the Junior Achievement Program, and Job Shadow Day. Earline has been awarded the Star of the Week, Division Employee of the Month, Division Director’s Award and Employee of the Quarter. She is an active member of the United Way Team and the Utilities Focus Group. Earline has two children: Donnie and Reggie. She enjoys reading, going to museums, listening to music, watching plays and fishing. *

Utilities Customer Service

Carmen was born and raised in Orlando. She graduated from Evans High School and attended Valencia Community College. Carmen V. Ross 25 Years Carmen was hired by Orange County in 1985 to work in the County Law Library. She has been promoted to Clerk II, Cashier, Customer Service Representative and is currently the Lead Cashier with Orange County Utilities.

Carmen Ross – 25 Years Carmen has received many awards including: Star Performer, Distinguished Service and Twinkling Star Performer. She completed the Supervisory Development Program in She was recognized by the Office of Emergency Management for her assistance in Carmen has been married to William for 11 years. She has two children: Liquenda and Natrelle. Her hobbies include: Shopping, singing and gardening. Carmen enjoys family gatherings and she volunteers at True Deliverance Center Church. *
