Objectives 1.To acquaint participants with modern public administration concepts and administrative structures that promote better service delivery; 2.To improve participants’ knowledge and skills in leading and managing public sector reform; 3.To enhance participants’ skills through sharing experience and lessons learned from selected public enterprises; 4.To exchange knowledge and experience on public sector reform and the current status of reform initiatives in the GMS; 5.To promote communication, cooperation and trust among professionals across the GMS.

Course Modules Module 1: Understanding the Need for Reform Scope: Concepts, definitions, and elements of public sector reform and practices Overview of public sector reform in the GMS Impacts of globalization on GMS public sector Lessons learned and best practices in each GMS country and analyses of their political, social and economic contexts Changing role of the state Public sector reform, good governance and underlying issues in public sector reform.

Course Modules Module 2: Managing Public Sector Reform Scope: Efficiency and effectiveness of public organizations (corporatisation, privatization and restructuring of state owned enterprises, and public-private partnership) Leadership in public sector reform Performance based management Measuring performance in the state-owned enterprises reform Meeting resistance to change and conflict resolution and mitigation Looking ahead for the public sector reform policies
