Incident Control Team, assists the IRT by: liaising with external emergency services/ regulators making engineering & facility support arrangements (this includes isolation of plant, equipment and utility services) provision of scientific and chemical technical support calling in required company personnel calling other external organisations including utility companies informing the site’s neighbours of emergencies that may affect them maintaining an accurate status of the incident to provide updates to company and external people. managing media interests and enquiries provision of IT and telecommunications support 4

Desktop exercise background University of Wessex Large diesel tank, 20,000 litres, Use diesel for onsite vehicles, and as the only fuel source for site boilers, Site is situated on gentle slopes, with the site lake at the natural low point, Site has large supply of empty drums (200 x 205 litres) and a cleaning bowser, 7

Summary of initial incident It is 10.30am on Tuesday 9 th October. The weather over the last two weeks has been persistent rain and low freezing temperatures over night. It is still raining this morning. A set of exams have been scheduled this week for new students.. Oily water has been noticed across the staff car park last week. The weekend Estates team cleaned up the car park, retaining any contaminated water in drums which have been stored in the waste oil compound. 9
Continuing.... Oily water was noticed seen across the staff car park again this morning by the early arriving stable hands, they also commented that it was all down the main suite road. The Estates team investigated the cause of the oil and identified that the local diesel bund was full of oily water and the 20,000 litre diesel tank appeared to be leaking into the bund. The Silver Command group has been called together by the Estates Manager. 10
