BUILDING STRONG ® Response Plan for Hurricane Season  District Commander manages the response from the District EOC.  Deputy Commander leads the Alternate Site (Vicksburg).  Deputy for Project Management leads the Rear EOC (Baton Rouge).  Division (MVD) deploys a Forward Cell to the FEMA JFO (Baton Rouge).  Liaisons (LGLs) assigned to 13 coastal parishes, Governor’s Office of Homeland Security and Emergency Preparedness, FEMA, the Southeast LA Flood Protection Authorities, and the USCG.  Outfall Canal Teams operate the outfall canal structures in the city.  WCC/IHNC Closure Teams on site to manage closure for this season.  New Orleans Area Locks are manned for operation if necessary.  Assessment Teams on 24 hour recall to assess the HSDRRS after landfall. BUILDING STRONG ® Mississippi River Flood Fight Status NWS currently predicts a second crest on the Mississippi of 17.5 feet in New Orleans on 17 May Phase I Flood Fight began 14 March 2011 when the Carrollton Gage rose above 11.0 feet. We are working with the with the local levee authorities: we are inspecting the levees along the Mississippi River from Old River to Venice twice per week. Areas of debris have collected along the river side of the levee system from the previous crest. Levee Districts are working to remove this debris as possible. The predicted crest is above the trigger point (15.0) for Phase II Flood Fight activation. The Bonnet Carré Spillway is closed. With the predicted crest, 1.25 million CFS is possible.
