DP SCHEME – HISTORY AND NI ROLE The DP Training Scheme Recognized route to become a DP Operator Established in 1982 – to support the divers Manage the scheme for the benefit of the industry Seek for best practices on DP training and operations Consultation with stakeholders Certification criteria and processes Accreditation of the training providers

DP SCHEME – THE SERVICE DP Training Provider Accreditation Standards established through industry consultation and published  Equipment specification  Instructor qualifications  Course content and timescale Audits against the standards every 3 years Training requirements ashore and at sea  Induction and Advanced Courses  DP sea time logging and Task Book completion Verification checks and issue of appropriate Certificate DPO Training & Certification

CERTIFICATION ISSUES Rapid and sustained growth in demand for DP Certificate. Need for increased verification checks to combat fraudulent applications. Time required to train additional staff in complex process & checks. Shortage of office space and fragmented certification team. High level of incorrect applications and time required to advice applicants. CORRECTIVE MEASURES More office space leased and staff re-organised for optimum performance. Staff doubled in past 6 months. 12 staff devoted to certification. Voluntary Saturday working introduced in December 2013 and continuing. Fast tracking proposals put to industry stakeholders but rejected. Stiffer sanctions being devised for fraudulent applications as a deterrent. Certification processes subject to continuous staff review for improvement. Management consultant contracted to run formal review session. Medium term plans for team being formulated.

ALL tasks in the task book to be completed within 60 days DP sea time before the simulator course. Induction and simulator courses cannot be done back to back. Simulator course and Sea Time Reduction can be done back to back. The total of up to 25% (or 30 days DP sea time) on passive mode must be done between induction and simulator courses. Detailed regulations for Certification and for the Accreditation of Training Providers currently being finalised with DPTEG members for promulgation to the industry. TRAINING MODEL FOR OFFSHORE INDUSTRY

Active – With Propulsion under the guidance by a SDPO Using DP system to control ship. Setting up on DP. Completing task book combined with DP operations FMEA, Annual, Class, Charterer, Field arrival and DP Proving trials. Emergency ship handling training using manual controls using ONLY the thrusters available after worst case failure. Passive – Without Propulsion under the guidance by a SDPO Training on in built ship based DP simulator Task book training and assessments by Master/SDPO, Note: 1 The Nautical Institute DP logbook has one entry for each sea day to be signed off by SDPO / Master Practical training with manual ship handling is not counted. Every SDPO must be able to manual control a vessel, but manual ship handling training shall be conducted in addition to DP training. NOTE 2: THE DEFINITION OF ACTIVE AND PASSIVE DP SEA TIME DOES NOT APPLY FOR SHUTTLE TANKER SCHEME.

LIMITED CERTIFICATE will be gained if trainee DPO has: 120 days DP sea time onboard of a DP 1 classed vessel UNLIMITED CERTIFICATE will be gained if trainee DPO has: 120 days DP sea time entirely done onboard of DP2/3 classed vessel or 120 days DP sea time of which a minimum of 60 days should be onboard of DP2/3 vessel. If less than 60 days DP sea time is completed onboard of DP2/3 vessel, then the LIMITED certificate will be issued to the candidate. To upgrade from LIMITED to UNLIMITED certificate, the trainee DPO will need to obtain: 60 days DP sea time onboard of DP2/3 classed vessel. NUMBER OF DAYS AND CLASS OF THE VESSEL VERSUS DP CERTIFICATE TYPE OBS: If the person has been already issued with LIMITED certificate by the NI and want to do an upgrade to UNLIMITED then it will be required the completion of task book + 60 days DP sea time + completion of new Suitability sign off form.

General results applicable for both training schemes Shuttle tanker & Offshore REQUIREMENTOLD SCHEMENEW SCHEME Entry requirementsSTCW CoC – Deck or Engineer or Marine Vocational Qualification on case by case basis Added Electro Technical Officers (ETOs) Marine Vocational Qualification: The NI define as Marine Vocational qualification as a non-STCW Certificate of Competency issued by a white list Maritime Administration for use in the administration’s local waters only. Due to the fact that there are countries that have certificate of proficiency instead of competence and that covers training for non-STCW people, the Institute will print all DP certificates with the following sentence: ‘Certificate valid for use in accordance with the privileges of the holder’s Certificate of Competence or Certificate of Proficiency’.

Complete the training scheme after obtaining STCW only Kept the same REQUIREMENTOLD SCHEMENEW SCHEME Reasons for limitation: 1.Generally only one year sea time requirement for STCW OOW training during which task book and 6 months watchkeeping experience must be completed. 2. Trainee DPO requires knowledge and experience to make the best use of DP training. Shuttle tanker & Offshore schemes

REQUIREMENTOLD SCHEMENEW SCHEME Online assessment For Basic course Did not have, but the NI is implementing on trial basis until 31 st May Compulsory after induction course, from 1 st June Language: English Reasons: 1.International language in the Maritime world 2.Minimum requirement for STCW 3.DP manuals are in English Shuttle tanker & Offshore schemes Online assessment For Simulator course Inexistent at the moment.Compulsory after simulator course from 1 st January Students have chance to undertake 3 attempts. If fail in all of them, then have to repeat the basic course and undertaken the exam. If fail in the new 3 attempts, then cannot proceed with the course.

SHUTTLE TANKER REVALIDATION CRITERIA  Revalidation of a Shuttle Tanker DPO certificate to require participation in at least 18 offshore loading operations and one set of Annual trials (or FMEA) within a five year period.  If less than 18 offshore loading operations but more than 6, re-start the above process again at level 9 of the training, but specify Training Course (B) prior to the 24 days time on board shuttle tanker.  If less than 6 offshore loading operations in five year period, the DPO should re-start the above process at the simulator course (level 3)  Where these revalidation requirements specify participation in Annual Trials or an FMEA test within a five year period, in exceptional circumstances this requirement may be fulfilled by participation in an additional simulator course (such as Offshore Loading Ph3) in lieu of the Trials, completed during this five year period”.

1.If more than 150 days DP sea service is done within a period of 5 years, then the person needs to re-send the documents to the NI to replace the certificate with a new validity date. 2. If the DPO has less than 150 days of DP sea service within the preceding 5 years, then the person needs to do an advanced course and a minimum of 30 days DP sea service. 3. if no DP sea service is obtained within the period of the last 5 years, then the person would have to undertake an advanced course and do a minimum of 60 days DP sea time on a DP vessel to have his/her license re-validated. 4. If the DP professional has been engaged in an occupation The Nautical Institute considers being equivalent to the sea service (i.e. DP Lecturer /instructor, DP surveyor, DP consultant, DP auditor, DP superintendent, DP supervisor), it will be required for revalidation of his/her DP certificate a minimum of 150 days in the activity claimed of the preceding 5 years. REVALIDATION OF CERTIFICATES FOR OFFSHORE INDUSTRY
