ITDS UPDATE June 4, 2008 Susan Dyszel, CBP Team Lead ITDS

Susan Dyszel June 4, International Trade Data System Executive Order (July 2007) established the Interagency Working Group on Import Safety  Working group recommended that use of ITDS be required when collecting information to clear or license the import or export of cargo Office of Management and Budget directive M-07-23, dated September 10, 2007:  Mandated that each department designated to participate in the President’s Working Group on Import Safety identify a senior executive, by September 21, 2007, to participate on an interagency team to coordinate agency use of ITDS  Directed agencies to develop a plan for using ITDS by November 12, Participating Government Agencies (PGA) in ITDS More than 300 ACE Secure Data Portal end-users from 30 PGAs Security and Accountability For Every (SAFE) Port Act of 2006 officially established the ITDS initiative under the Department of the Treasury and mandated agencies involved in licensing and admissibility to join ITDS

Susan Dyszel June 4, ACE Development Schedule (as of Feb. 2008)  Manifest releases (M-1, M2.1 and M2.2) provide PGAs the ability to set and resolve holds on BOL and use current Manifest data in ACE Data Warehouse  M2.3 Cargo Release enables the PGAs to acquire Agency specific data collected from the Trade through ACE, flag entries for detention and provide admissibility decisions through ACE. Entry data is linked to manifest data in ACE Warehouse  M2.3 will enable the trade to file PGA specific data electronically through ABI A2.1 M1 Reference Data M1 Vessel and Rail Manifest A2.2 Initial Entry Summary Types (01 and 11) M2.1 Air and Conveyance Management System  A2.3 Remaining Entry Summary Types M2.2 Full Multi-Modal Database  M2.3 Cargo Release A2.4 Enhanced Entry Summary Functionality M3 Exports and Mail Entry Writing System A3 Importer Activity Summary Statement M4 Bonded Facilities Control Operational Readiness Review (ORR) Q3 Q1 Q4 Q2 Q3Q1Q4Q2Q3Q1Q4Q2Q3Q1Q4Q2Q3Q1Q4Q2 PGA Specific Data

Susan Dyszel June 4, ITDS Standard Data Set  The Standard Data Set (SDS) is a comprehensive list of data elements to support the international trade process and U.S. border legal, regulatory, and enforcement responsibilities  Harmonized to under 400 data elements from 10,000 data elements collected from 26 agencies

Susan Dyszel June 4, What We Have Completed  SDS harmonization process is 95% completed  Mapped SDS to CBP’s EDI messages  Identified SDS data elements that are not collected by CBP via EDI messages  Mapped SDS to WCO Data Model  Identified SDS data elements that are not in the WCO Model  Presented data maintenance requests (DMR) to WCO working group for Version 3.  Majority of DMRs were accepted by WCO working group; the remaining DMRs are still being reviewed by WCO group  Currently participating in WCO working group to harmonize US DMRs with other countries’ DMRs

Susan Dyszel June 4, Participating Government Agencies in SDS Agricultural Marketing Service, Agriculture Alcohol and Tobacco Tax and Trade Bureau, Treasury Animal and Plant Health Inspection Service, Agriculture Bureau of Alcohol, Tobacco, Firearms and Explosives, Justice Bureau of Labor Statistics, Labor Bureau of Transportation Statistics, Transportation U.S. Census Bureau, Commerce Consumer Product Safety Commission Customs and Border Protection, Homeland Security Environmental Protection Agency Federal Aviation Administration, Transportation Federal Communications Commission Federal Maritime Commission Federal Motor Carrier Safety Administration, Transportation Food and Drug Administration, Health and Human Services Food Safety and Inspection Service, Agriculture Foreign Trade Zones Board, Commerce U.S. Fish and Wildlife Service, Interior Internal Revenue Service, Treasury International Trade Administration, Import Administration, Commerce International Trade Commission Maritime Administration, Transportation National Highway Traffic Safety Administration, Transportation National Marine Fisheries Service, Commerce Office of Foreign Assets Control, Treasury U.S. Army Corps of Engineers, Defense

Susan Dyszel June 4, Results of Harmonization  Recognition that same information is called by different names  Agreement to accept “harmonized name and definition”  Recognition that some elements with same name have distinct differences  Construction of modifiers to create needed differentiation  Recognition that not all parties have all data  Assignment of most likely party to supply data  Recognition that some PGAs have ability to require data earlier  Modeling electronic messages to allow for submission at right time

Susan Dyszel June 4, Addition of Qualifiers Data ElementQualifierExamples of values Commodity Unique Identifier A124506DC Commodity Unique Identifier Qualifier CN Chassis Number, Engine Number, Tag Number CN=Chassis Number Commodity Name Citrus sinensis Commodity Name Qualifier BN Botanical Name, Brand Name, Common Name BN=Botanical Name Bill of Lading Number UNKN Bill of Lading Type MB Master Bill of Lading, House Bill of Lading, Sub house Bill of Lading MB=Master Bill Commodity Characteristic Blue Commodity Characteristic Qualifier CO Blend, Color, Condition, Grade, Gender, Strain CO=Color

Susan Dyszel June 4, Multiple Occurrences of One Data Element  Some PGA data reporting will require multiple instances of one data element  For example:  Two data elements will be required to specify origin  Source Country Code  Source Location Code Type  But there may be a need for more instances of each element for a particular commodity for different agencies, for example: Source Country Code Source Location Code TypeReceiving Agencies FranceCountry of Origin for TariffCBP GreeceCountry of ProcessingAMS, FSIS, FWS Saudi ArabiaCountry of ProductionAMS, FDA, FWS

Susan Dyszel June 4, Expected Changes in Data Filing  Although there are some additional data elements that will need to be filed electronically, that does not translate directly to new data filings by the Trade  This data is already filed on paper if not electronically - it is filed with the agencies and not through CBP  The same data will no longer have to be filed with multiple agencies  What constitutes the “same data” is being expanded through harmonization  The only new data is the addition of “qualifiers”

Susan Dyszel June 4,  PGA specific data will not be filed electronically until Cargo Release is implemented in ACE  Very few PGA data elements will be added to the manifest  The most of the new data elements will be added either to the entry/entry summary messages, or they may be new messages required from the brokers/importers  The determination of who files the data will depend on who has the data What does this mean for the Trade?

Susan Dyszel June 4, Any Questions?  The current version of the Standard Data Set Trade Report is available material is available online at ion/trade_support_network/requirements/intl_trade_data/itds_s tandata_reptrade.ctt/itds_standata_reptrade.xls  More information about ITDS is available at
