WHAT YOU WILL LEARN Create Meaningful Goals Create Plans to Achieve Goals Do a SWOT analysis (Strengths, Weaknesses, Opportunities and Threats) Determine Distinctive Capabilities Formulate Strategies Obtain Member Commitment to Goals 2

Skill Concepts Most of us have goals we want to achieve. Staff officers should outline goals to accomplish through the membership. Elected and appointed officers should make sure members know what the Flotilla as a whole is trying to accomplish during the year. 3

SMART GOALS SMART Acronym Defined for Goal Setting Specific – provides common understanding of what is to be accomplished 500 Vessel exams vs. let’s do better than last year. 20% more members at our meetings vs. more members at the meetings Measurable - if it is not measurable you will never know if you achieved your goal. Measure or review constantly 6

SMART GOALS Action Oriented – what needs to be done to accomplish this? VSC stations, marine stores visits, ads, materials ordered, etc. Reasonable – is it reasonable that this can be accomplished? A goal of 500 Vessel exams when there is only 100 boats in your area. Time based – the near future, loss of interest if too long, maximum 12 months. 7

GOAL SETTING PROCESS Clarify alignment to Flotilla objectives Set specific objectives with members Obtain commitment from members for these goals Prioritize goals according to their importance Specify the time span involved Specify how the performance will be measured Provide performance feedback 8

DEVELOP A PLAN Defining the Flotilla’s objectives Establishing an overall strategy for achieving those goals Developing the means to integrate and coordinate necessary activities What was done in the past? Were the goals accomplished? Who was involved; was there a committee? Resurrect past goals, review Discuss with Vice Commander 9

SHARE YOUR IDEAS Goals should be jointly determined by Staff Officers and members to generate commitment and provide control Meet with Staff Officers to get ideas Relate overall department objectives Explore areas of need Generate a list; take all ideas Look at short and long term goals Get a commitment from Staff Officers 10

DO A SWOT ANALYSIS Outline your vision for the year Do a SWOT analysis (Strengths, Weaknesses, Opportunities and Threats) Anticipate change and exercise flexible thinking Consult With Staff Officers and members Be patient with ambiguity Analyze the Flotilla’s Resources Identify Operational Objectives 11

REVIEW THE PLAN Get acceptance from Staff Officers Review plan at a flotilla meeting Discuss long and short term objectives Align members’ commitment with flotilla goals Discuss overall desire to improve the Flotilla and its service to the community and USCG 12

COLLABORATING IN GOAL PLANNING 13 StepDescription I. Define the Goals Describe Flotilla goals in terms of what needs to accomplished. Then ask Staff Officers to describe their goals and identify conflicts. II. Find Ways to Collaborate Propose goals that meet the needs of the Flotilla and the FSOs. Make suggestions and ask for their opinions. III. Define Roles FC and FSOs should contribute equal amounts of effort and receive equal benefit.

REWARD SUCCESSES Review all accomplishments Note specific achievements Recognize contributors Update and modify goals 14
