Scholarship Request Forms are due by the end of October. NLIs cannot be sent to a PSA without a scholarship offer. Compliance office reviews the scholarship forms and submits them to the Financial Aid office. Compliance office then prepares the NLI, the scholarship letter, and other correspondence that is sent to the PSA. Early Signing Period (most sports) – November 13th – 20th
Parent/Legal Guardian and PSA have Seven (7) days to sign from the date of issuance. The seven-day signing period applies only if there are seven days remaining in the signing period. Otherwise, the NLI must be signed prior to the end of the signing period. From the date of the last signature (parent or PSA) we have fourteen (14) days to submit the NLI to the Big East. The NLI is invalid if these deadlines are not met.
Once a PSA… 1. Signs an NLI; or 2. Signs a written offer of admission or financial aid; or 3. VU receives the PSAs financial deposit in response to an offer of admission… The PSA is no longer subject to the restrictions of Bylaw 13.1, BUT is still a PSA for all other areas of Bylaw 13 and other bylaws.

Offers and Inducements Still cannot provide a loan, cash, or any tangible item to a PSA. Recruiting Materials The same rules about permissible recruiting materials (questionnaires, post cards, etc.) all still apply. Official & Unofficial Visits Every other bylaw other than 13.1 (amateurism, eligibility, etc.)
Electronic communication still permitted the day after PSA signs NLI. Publicity No restrictions on publicity after PSA signs NLI. Practice activities, CARA, and meetings/film review are still off limits for PSAs who have signed.
Live, in-person scouting of future opponents (in the same season) is prohibited across all sports. Exception! Can in person scout at Double-Header Events or Tournaments. Must be at same tournament AND the same site. May scout other teams only if they are playing at the same site as us.
Multiple Site Tournaments Can scout only those teams that are playing at the same site as we are. Cannot scout those teams playing at a different site. E.g. NCAA basketball tournament Same Season Requirement Permissible to scout an opponent that is not scheduled for the current season. Can scout potential tournament opponents; however, once the tournament schedule is released, you may not scout those opponents on the schedule. Does not apply to games held on our campus
Defined We may provide actual and necessary expenses to a student-athlete to practice or compete (including incidental expenses). To receive competition related expenses, the student-athlete must be eligible for such competition. Approval Process Compliance department must review expenses.
Limited to: Meals; Lodging; Apparel, equipment and supplies; Coaching and instruction; Health/medical insurance; Transportation Medical treatment and physical therapy; Facility usage; Entry fees; and Other reasonable expenses.
Old Rule May not provide transportation for SAs to on- campus practice from on or off-campus residences. May not reimbursement an SA if they pay for their own transportation to practice. New Rule We may transport student- athletes from their residences to practice and back during the playing season. Still cannot pay for an SA to return for preseason practice prior to start of academic year.
Old Rule Prospect’s use of equipment and apparel over the summer for the upcoming academic year. New Rule Once an individual enrolls in summer school, that person is considered a student-athlete and may be given equipment and apparel.
Which, if any, of the following, are permissible? 1. Passports for team members to travel to the Bahamas? 2. An assistant coach giving a ride to a student-athlete to attend a weightlifting session while out of season? 3. Head coach wants pay for a soccer student-athlete’s plane ticket back to Villanova to be on time for preseason practice? 4. Student-athlete is ineligible to compete, but can practice with the team. May we pay for that student-athlete to travel with the team if both practice and competition is involved on the trip?
In sports other than basketball, it is not permissible to use a service or software that converts an sent by a staff member into a text message when received by the PSA. Electronic mail v. text messaging = okay Text messaging = not okay (other than basketball)
