Scenario #1: Highbrow High  IB introduced in 2008  CTE Concentrators/Completers drop in 2011  CTE Programs flourishing – exceeding targets!exceeding targets  Local Plans to provide for programs of size, scope and quality (Perkins IV, Sec (b) (6)).  Core Performance Indicators cannot help with this – focus on rates, and Exit cohorts.

Scenario #2: Megasales High  Renowned for Business and Marketing Programs  Health Sciences introduced in 2008  Number of CTE Concentrators/Completers stable  Business and Marketing cannibalized  Core Performance Indicators do not evaluate performance by cluster or program area.

CTE Student Definitions Secondary Level CTE Participant: A student (Grade 9-12) who has completed at least one course in any career and technical education (CTE) program area. CTE Concentrator: A student who has successfully completed at least fifty percent of the credits required to complete a state-approved CTE pathway of sequenced courses, and is enrolled in a course at the next level in the same pathway. CTE Completor: A student who has successfully completed a state- approved CTE pathway of sequenced courses.

CTE Data Collection & Reporting Tech Prep Participant: A Tech Prep Participant is any student who has completed fifty percent of a Tech Prep articulated CTE or CTE-Integrated pathway. Tech Prep Concentrator: A Tech Prep Completer at the Secondary level would be any student who has completed all course requirements in a Tech Prep articulated CTE or CTE-Integrated pathway. Grades: 10-12

Longitudinal Analysis of Cross-sectional CTE Performance Rates Participant-Concentrator Rate: Number of Concentrators for every 100 Participants. Benchmark: 25%? 33%? 50%? Participant-Completer Rate: Number of Completers for every 100 Participants. Benchmark: 10%? 20%? 25%? Concentrator-Completer Rate: Number of Completers for every 100 Concentrators. Benchmark: 75%? 80%? 95%?
