Mission of IKBFU is to provide long-term competitiveness of the exclave Kaliningrad region surrounded by the EU states by means of establishing a reputable, high-level research and education centre in the Baltic Sea region. Intensive modernization of research and laboratory facilities as well as human capacity building form the basis of the federal university development strategy RESEARCH AND DEVELOPMENT Research and development activities at IKBFU are conducted within 36 major scientific directions. The period of was marked by 5-fold intensification in research activities. 145 projects with a total value of about 140 MN RUR (of which 70 MN – applied research, mainly in natural sciences and technology) were carried out in professors and 500 associate professors, young scientists, PhD students and undergraduates are involved in the University research. 140 professors and 500 associate professors, young scientists, post- diploma students and undergraduates are involved in the University research.

VICE-RECTOR FOR DEVELOPMENT AND STRATEGIC PLANNING OF IKBFU T. Gareev is a founder and coordinator of the IKBFU Development Programme, author of the University development strategy for and a concept of the Research and Education Park “Fabrika”. Dr. Gareev’s research interests include regional, institutional and development economics. In he developed and managed the implementation of the University Innovative Education Programme within the national priority project “Education”. DEPARTMENT FOR DEVELOPMENT AND STRATEGIC PLANNING Activity Spheres  identification of IKBFU promising opportunities and threats;  determination of strategic development priorities and aims as well as the role of University research and education departments in their pursuing;  elaboration and implementation of a complex of activities ensuring the achieving of IKBFU strategic development objectives;  preparation and introduction of strategic planning documentation on the University and departmental levels;  coordination of activities carried out by those involved in strategic planning and events specified in the strategic planning documents;  research, technical, information, resource and staff facilitation of strategic planning.

RESEARCH AND EDUCATION CENTRE “INFORMATION AND COMMUNICATION TECHNOLOGIES” Established in June Director of the R&E Centre - Mikhail Plisov. Structure of the R&E Centre: Department of High-Performance Computing The Department was established for facilitation and exploitation of the high-performance computing cluster. Main research directions: elaboration of the psychogenic blastomatosis concept; the essence of which is in the induction of malignant neoplastic process under the influence of chronic psychoemotional stress factors; elaboration of the life goal dominant idea disclosing the nature of chronic psychoemotional stress development in a human elaboration of a strategy of anti-relapsing psychoimmunological rehabilitation of oncology patients; Elaboration and clinical approbation of a skin test (antitumoral test) for specific antitumoral activity assessment of the immune system. LABORATORY OF MOLECULAR AND GENETIC TECHNOLOGIES Head of the Laboratory – Dr. Ilya Mazunin Main research directions: elaboration of molecular-genetic diagnostic methods for diseases related to mtDNA mutations; elaboration of an algorithm of differential diagnostics of diseases related to mtDNA mutations; development of methods of mtDNA pathogenic mutations suppression as well as methods of mitochondrial genome modification.
