SB 2103 Criteria 4  Available now for distribution  Cost incurred back to January 1, 2015  Routine Maintenance not allowed  Use American Association of State Highway and Transportation Officials (AASHTO) Pavement Design Procedures  Major Reconstruction and gravel projects need to be posted at a legal load limit of 105,500 pounds (legal load limit)  No local match required  Standards developed by NDDOT in conjunction with the local jurisdiction  Provide Connectivity and continuity to effectively integrate and improve major paved and unpaved corridors within the county and across county borders (CMC routes – no spur or stub routes)  ≥55 mph design speed (NDDOT can provide an exemption)  Bridges must be designed to meet an HL 93 loading

6 The early funding of $450 million in SB2103 enables NDDOT to start work on several phases of highway projects in Below is a partial list of some of the NDDOT projects in western North Dakota that will benefit from early funding. Enhancing Load Carrying Capacity and Restoring Pavement Infrastructure:  ND 23 –from Johnsons Corner to reservation boundary.  US 2 –between Williston and Minot.  ND 22 –from Manning to Killdeer.  US 52 – from US 2 to Sawyer  ND 41 – from Velva to Norwich  ND 60 – from Junction of ND 3 North to Junction of ND 5 by Willow City  US 12 – from Hettinger to the State Line  I-94 – from Taylor to Youngman’s Butte  US 52 – from Junction 5 to North of Kenmare  ND 200 – from State Line to the Yellowstone Bridge  US 83 - near Garrison Corner to near the Junction of ND 23  US 2 – from Minot to Granville  I-94 – from State Line East 12 Miles SB 2103 NDDOT Projects

7 Building truck bypasses/ reliever routes to improve traffic movement and safety:  Funding resources will be utilized for bypass work which includes design, planning, engineering, right of way, environmental and other work on:  Dickinson Permanent Bypass. (No bid date for construction has been finalized)  Killdeer Bypass  New Town Northwest truck reliever route. (No bid date for construction has been finalized.)  Williston Northeast truck reliever route. (No bid date for construction has been finalized.) Rebuilding of state highways within communities:  New Town Main Street  ND 23 in Watford City from city limits to ND 23 bypass to serve new school.  ND 40 from Junction of US 2 to Tioga overpass.  Funding resources will be used for environmental work on state highways in the communities of Williston and Watford City. Other projects:  Additional projects included in the upcoming spring and summer construction bid openings are:  Dickinson State Avenue railroad overpass.  Traffic signals at intersections in or near the communities of Dickinson, Alexander and Watford City. Transportation Funding- HB HB 1176 Contains Formula change:  Western North Dakota  Many resources are dedicated to western ND in this bill. It contains tax formula change and local county/city authorities decide how to spend funding.  Central and Eastern North Dakota  Counties = $112 million (Dedicated to transportation projects.) TOTAL = $112 Million

HB 1176 Criteria 10 Funds become available February 1, 2016 Routine maintenance not allowed Major Reconstruction and gravel projects need to be posted at a legal load limit of 105,500 pounds (legal load limit) ≥55 mph design speed (NDDOT can provide an exemption) Bridges must be designed to meet an HL 93 loading Standards developed by NDDOT in conjunction with the local jurisdiction Engineering costs eligible July 1, 2015 Construction costs eligible January 1, 2016 Roadways and bridges must provide one of the following: Continuity and connectivity to efficiently integrate and improve major paved and unpaved corridors within the county and across county borders Connectivity to significant traffic generators Direct Improvement in traffic safety

11 Currently NDDOT’s Total Budget is $2.82* Billion. This funding includes maintenance and enhancement of state, county, city and township roadways, as well as funding for other NDDOT programs which provide snow and ice control, road maintenance, driver’s license and motor vehicle registration services throughout North Dakota. Western North Dakota enhanced state highway funds include:  $18.00 million - No trigger on this funding  $20.00 million - Based on a trigger that is contingent upon revenue exceeding projections by $20M on 6/30/15 in the General Fund.  $25.85 million - Based on a trigger that is contingent upon revenue exceeding projections by $126M on either 12/31/15 or 6/30/16 in General Fund.  $46.00 million - Based on a trigger that is contingent upon revenue exceeding projections by $250M on 12/31/16 in General Fund. HB 1012 also includes funding for the following programs:  Short Line Rail Program = $7 million  Special Roads Fund Program = $2 million  Transit Program = $24.8 million (includes state & federal funds with an additional $200,000 of state funding based on a trigger) Studies included in HB1012:  Funding for a joint study with NDDOT and Upper Great Plains to look at truck size and weight (gross vehicle weight and length).  Short Line Railroad Study.  High Efficiency Vehicle Study.  NDDOT to report on State Rail Plan Study.  NDDOT report to legislative management on funding allocations to transit providers.  NDDOT’s Executive Budget recommendation assumes approximately $616.5 million in federal funding will be received.  Unfortunately, the current transportation funding program MAP-21 was extended to only May 31, This is a short-term extension of the program and as a result 2015 funding is still uncertain.  To date NDDOT has received a federal appropriation of approximately $143 million for Federal Funding Update 15

Federal Funding If no new revenues are found, federal highway obligations will fall by almost 100% in FY * Assumes Congress will fully fund MAP21 proposed expenditures in * 16
