1/28 The Commission has decided to award a grant for the action entitled Joint Force Water Environment Disaster Relief Operations Platform – JFWEDROP. The project will be implemented in Italy and shall run for 24 months as of 01/12/2013. The coordinator is the Italian Civil Protection Department-Presidency of the Council of Ministers, together with National operational resources (National Fire Department, Coast Guard, Navy, Carabinieri and the National Alpine Cliff and Cave Rescue Corps). 1/28 The main objective is: To establish a multiagency-multinational operational platform to develop best practice for water emergencies aiming at search, rescue and recovery of missing persons in water environment called JFWEDROP (Joint Force Water Environment Disaster Relief Operations Platform). The JFWEDRO Platform will develop the minimum requirements for an operational asset called JFWEDROM (Joint Force Disaster Relief Operations Water Environment Module) able to ensure all the necessary expertise for WEDRO operations and ready to guarantee the following operations: Planning and management of multiagency and multinational operations Surface WEDRO in sea, lakes, rivers and flooded areas Underwater WEDRO Underwater WEDRO using sonar systems and ROVs (Remote Operated Vehicles) WEDRO using ropes Use of explosives to clear access Ways/gates Operating in contaminated water environments. JFWEDROP

1/28 Development of the Project: Four Technical Board Workshops will be organized in the beneficiaries countries so to allow participants to share their knowledge about pre-planned topics. They will be dedicated to the main different subjects corresponding to the phases of the Project: 1.Planning 2.Design 3.Exercise 4.Training and Diffusion 5.Final Proposal The exercise will last two full working days and will be held in Italy. The scenario is related to diving activities following a disaster in water environment and divers will search for bodies in water using solutions and procedures the project is aiming at developing. JFWEDROP

1/28 Expected results: to develop a concept for an operation asset; to improve the capacity of Mechanism’s national teams to face maritime emergency operations providing a methodology, an operational manual and standard operating procedures for a multiagency operation; to increase the multinational cooperation in the field of relief operations in water environment; to propose standards for the classification of such operational assets to the European Commission.
