Stimulus Package Efforts TIA is working on behalf of the industry to advocate for broadband spending in the Stimulus Package. TIA estimates that some $26.45 billion dollars will be potentially available to TIA member companies through the Stimulus Package. This chart details the total funds available. 5

Economic Stimulus Bill Breakdown Broadband:$7.2 billion DTV:$650 million Health IT:$2 billion R&D:$3.8 billion Energy:$4.5 billion Business Tax: $6 billion TAA:NA Buy America: NA Other:$2.3 billion TOTAL for TIA members: $26.45 billion Broadband Grants, RUS ($2.5 billion) 75% of areas to be served shall be in a rural area without sufficient access to high speed broadband service to facilitate rural economic development. Priority will be given to projects that: Will deliver a choice of more than one provider. Provide service to the highest proportion of unserved rural residents. Include borrowers or former borrowers. Can be completed if the funds are provided. Can commence promptly following approval. No double dipping in Broadband Tech Opportunities Program (below). Broadband Grants, NTIA ($4.7 billion) $4.7B to NTIA, in consultation with the FCC, to create Program. $350M to fund PLU , broadband mapping. $4.35B for broadband… $3.89B to broadband providers:  Broadband in “unserved” and “underserved” areas.  Providing broadband equipment and support to schools, libraries, vulnerable populations (unemployed, aged).  Improve access to and use of broadband by public safety. $250M to increase broadband adoption. $200M to upgrade technology at public computing centers. NTIA must grant funds on a technology-neutral basis to the extent feasible. Adhere to non-discrimination, interconnection, and Policy Statement. 6
