Independence Blue Cross has a preferred relationship with The Bancorp Bank to provide HSA services. 1 st Step:Enroll in an IBC High Deductible Health Plan 2 nd Step:Enroll in a Bancorp Health Savings Account Enrollment in a Bancorp HSA can be processed through the ibxpress portal if a portal customer or by application available through IBC 3 rd Step:Enrollment is reviewed by Independence Blue Cross (IBC) 4 th Step:For members that have elected to enroll in a Bancorp HSA (through group portal selection or paper application), IBC transmits demographic data electronically to The Bancorp Bank Bancorp receives enrollment data, and immediately reviews information within 24 hours. The HSA is opened after validation according to Customer Identification Procedures outlined in The USA Patriot Act 5 th Step:Bancorp opens a Health Savings Account for the IBC member Establishing an IBC HSA-qualified High Deductible Health Plan and Bancorp HSA
