Tracking our Investment in Equality ROLLING OUT THE GENDER MARKER: KEY TO EFFECTIVE FINANCIAL TRACKING AND UNFPA’S GOAL TO GENDER MAINSTREAM

 UNFPA mandate  The bull’s eye illustrates how sexual and reproductive health and reproductive rights, gender mainstreaming and women’s empowerment are interconnected and key to effective programming.  CEB policy (Gender SWAP)  CEB approved the UN System-Wide Action Plan for Gender Equality and the Empowerment of Women (Gender SWAP) in 2012  Gender Marker is # 8 of 15 indicators included in the SWAP  Setting and exceeding a financial benchmark for gender equality resources is # 9 of 15 indicators in the SWAP  UNFPA Strategic Plan  The rolling out of the Gender Marker and the collection of quality data is indicator 2.7 in UNFPA’s SP Integrated results framework. GENDER MAINSTREAMING AS KEY UNFPA PRIORITY

 Activity attributes to be tracked in Global Programming System (GPS)  Gender marker  Programme Cycle Output  Strategic Plan output  Intervention Area  Mode of Engagement  Target Population  For the first time we will be able to track gender budget and expenses, and examine them in conjunction with other attributes such as SP outputs. THE GENDER MARKER AS PART OF A BROADER INITIATIVE

GPS OVERVIEW Programme Budgeting Workplan Management  GPS is the New Atlas Module for Electronic Workplans  GPS brings together the previously separated areas of Programme Budgeting and Workplan Management into one integrated system. GPS  One of the main changes will be that Programme and Operational colleagues will have to work together more closely!

 When creating Workplans, each activity will be tagged to the six attributes mentioned before:  Gender Marker  Programme Cycle Output  Strategic Plan Output  Intervention Area  Mode of Engagement  Target Population  The tagging can be revised throughout the year  Even though any user can do the tagging for the activities of a Workplan, Programme Managers are responsible for reviewing and adjusting the accuracy of the tagging GPS – ACTIVITY TAGGING

 GPS uses COGNOS for Reports. One of the envisaged reports: GPS REPORTING THROUGH COGNOS

 Allows the tagging of existing activities in preparation for GPS.  Open until September 26,  Data captured will be migrated into GPS prior to its launch.  Access through myUNFPA  Applications  ProjectID and Activity ID Maintenance INTERIM: ACTIVITY TAGGING MODULE

 A pilot phase was carried out in  Coding was adjusted from a 3 to a 4 point scale.  The Marker is being rolled out in 2 steps:  For 2014 there will be a one-off data entry step  Starting in 2015 data will be entered as part of the new financial tracking system (GPS) UNFPA’S GENDER MARKER

 Initially UNFPA settled on a 3 point scale because:  It was less complicated  w/previous financial reporting system could separate 2a and 2b administratively  Pilot revealed the limits of 3 points scale  We opted for 2a/2b (not 2 and 3) because we did not want to create the impression that 3 was superior to 2. CODING CRITERIA HISTORY

CODING CRITERIA - UNFPA Table 1: Gender Marker (GM) GM00 - No contribution: No contribution to gender equality and/or women’s empowerment is expected as a result of the activity. GM01 - Some contribution: Some contribution to gender equality and/or women’s empowerment is expected as a result of the activity, but not as a primary objective. Activities that are primarily focused on other issues, but where there is a small gender component, fall under this category. GM2A - Significant contribution: Significant contribution to gender equality (gender mainstreaming) is expected as a result of the activity. The primary aim of the activity is not gender equality, but gender equality is integrated as a major goal. GM2B - Primary objective: Primary objective of the activity is contribution to gender equality and/or women’s empowerment (gender stand-alone).

 2B – Gender stand-alone  The focus of such activities is on changing gender norms and/or directly facilitating the empowerment of women and girls  Activities related to:  CEDAW/CSW/Beijing + 20  GBV/Child marriage  FGM activities related to positive norm change  Engagement of adolescent girls around issues of empowerment  Eg: Defining contents of dignity kits  Family planning activities that address norm change  Eg: Encouragement of male responsibility through increased male condom use  2A – gender mainstreaming  While the main goal is not focused on gender, gender equality and/or women’s empowerment is an important objective  FGM activities related to maternal health  Husbands’ school  Collection of GBV data  Training of midwives HOW TO DISTINGUISH BTW 2A AND 2B

 Activities where the gender content may vary  Support for data collection  Code as 2a if directly related to gender equality (eg GBV data), code as 1 if sex disaggregated, but little else, code as 0 if data are not sex disaggregated  Sexuality education  Code as 2B if gender norms and the need for gender equality directly addressed  Otherwise code as 2A  HIV/Youth programming  Coding will depend on degree to which gender is explicitly addressed  Ex: HIV Orientation for Barbers would be coded as 1, unless significant gender equality content included in program  Generic activities where gender content can be uncovered Note: These should not be listed as actual activities, but should just be budget items under larger activity headings  Printing and dissemination  Travel  Salary DISTINGUISHING WHEN AMBIGUITY ARISES

 Gender Marker data must be used to inform future UNFPA programming  Value of sharing information/experiences  Inter-agency cooperation very useful  Reporting from other markers (humanitarian) and UN agencies will need to be harmonized for UN wide reporting CHALLENGES/WAY FORWARD
