Each state must develop state standards for English for Speakers of Other Languages Each year all identified ELLs must be assessed using an instrument based on those state standards Kansas English Language Proficiency Assessment – KELPA ALL identified ELLs must be assessed! Annual Measurable Achievement Objectives AMAO #1—20% of the K-12 ELLs will increase their composite scores on the Kansas English Language Proficiency Assessment (KELPA) when comparing the current year to the prior year. AMAO #2—15% of the K-12 ELLs will score “4-Fluent” on the composite score of the current year’s KELPA. AMAO #3 – 81.3% are meeting standard or above in Reading and 76.4% in Mathematics on Kansas State Assessments
District: Notify parents of English Language Learners (ELLs) in writing within 30 days of notification of not meeting AMAOs. KSDE: Notify District of not meeting AMAOs.
District: Notify parents of English Language Learners (ELLs) in writing within 30 days of notification of not meeting AMAOs. Develop and implement an improvement plan that addresses the objective(s) not met and the factors that prevented the District from achieving the objective(s).
KSDE: Provide technical assistance to the District to enable the District to meet the AMAOs. Develop, in consultation with the District, professional development strategies and activities that the District will use to meet AMAOs. Develop, in consultation with the District, a plan to incorporate strategies and methodologies, based on scientifically-based research, to improve the specific program or method of instruction provided to ELLs.

Continue to incorporate strategies and methodologies to improve the program of method of instruction provided to ELLs, if appropriate.

Examine student Individual Learning Plans How are they developed? By ESOL personnel alone, or with input from content teachers? Do they target specific ESOL indicators? Are teachers aware of ILPs? Are teachers aware of students’ proficiency levels in listening, speaking, reading, and writing? Are they used for planning?
Professional development ESOL endorsements Professional development for all content teachers, and to help ESOL endorsed teachers put theory into practice State ESOL standards training Are classroom teachers aware of what is contained in these standards?
