Federal Communications Commission Communications Security, Reliability and Interoperability Council Working Group 6 – Best Practice Implementation Stacy Hartman Steve Malphrus Co-Chairs

Working Group 6 – Best Practice Implementation Description: This working group will develop options and recommendations for CSRIC’s consideration regarding the key best practices for each communications industry segment that should be implemented by communications service providers in order to enhance the security, reliability, operability and resiliency of communications infrastructure. The working group will also develop, for CSRIC’s consideration, options and recommendations for methods to measure reliably and accurately the extent to which these key best practices are being implemented. In fulfilling this task, the working group will examine best practices previously recommended by the former Network Reliability & Interoperability Council and the former Media Security & Reliability Council as well as any best practices that may be approved by the CSRIC. Duration: Completion of charter (i.e., March 18, 2011)

Working Group 6 – Participants Alliance for Telecommunications Industry Solutions Alcatel-Lucent, Bell Labs AT&T BlackBerry Infrastructure Labs California 911 Emergency Communications Office Cox CTIA – The Wireless Association District of Columbia Office of Unified Communications Ericsson Federal Reserve Board of Governors Intrado Office of the Chief Information Officer – Indian Affairs Qwest Skyterra, Satellite Industry Association Sprint Nextel Telcordia Technologies T- Mobile US Department of Health and Human Services Verizon WGBH National Center for Accessible Media

Working Group 6 – Objective & Deliverables Objective: Identify a subset of the existing 800+ Best Practices (BPs) that are most vital to communications industry segments. Deliverables: 1. Document the key BPs 2. Determine how the industry can measure implementation of the identified BPs  Any BP gaps and/or concerns recognized by Working Group 6 will be forwarded to the appropriate CSRIC Working Group for consideration.

Working Group 6 - Work Plan Established four (4) Sub-Teams o Physical Security & E911 o Network Reliability o Disaster/Emergency/Business Continuity o Cyber Security Working Group 6 will identify criteria for classifying the current BPs Each Sub-Team: o Has been assigned a group of ~200 BPs to review o Will identify and document which of the BPs should be considered vital across communications industry segments Working Group 6 will finalize the BP documentation. Working Group 6 will develop recommendations for how the industry can reliably and accurately self measure implementation of these BPs.
