Proposal Proposal submitted to MHRD Government of India, under the NME-ICT, seeking funds to establish an ICT Centre in Centre for Continuing Education, Pondicherry Engineering College Creation of an ICT centre includes a production of maximum of 560 hours of interactive multimedia output and establishment of a Computer Class Room

Introduction to Pondicherry Engineering College The college was started in the academic year under the Seventh plan. Offers B.Tech Degree courses in 8 disciplines and M.Tech Degree in 9 specialization Ph.D (Full Time, Part Time), M.Tech by Research are also offered EDUSAT nodal Centre, Centre For Continuing Education, Modern Library, Campus network with internet connectivity, Auditorium, Hostels, Computer Centre and other facilitates are available

Centre for Continuing Education The Centre for Continuing Education of Pondicherry Engineering College was inaugurated on The Centre was started with a view that all the officials of Government of Puducherry are to be provided with computer training and to conduct job oriented courses for unemployed youth in the Union Territory of Puducherry. – Office Automation, C++ & OOP Concepts, Java Programming & Web Design, Oracle 9i & Visual Basic, AutoCAD and Information Security Two week training program in Information Security for faculty members in association with Department of CSE, PEC has also been conducted.

Achievements of CCE So for till about 2504 employees of Government of Puducherry and 287 Private candidates have been trained in the Centre. 93 short term courses have been conducted so far. The Government official participated were – Judicial Officers, – PWD Engineers, – Agriculture Officers, – Superintends, – Electricity SE, AE, JE, – LDC, UDC, – Data Entry Operators, – and Police Constables

Achievements of CCE (contd..) Has signed an MOU with CDAC in providing training to Employees of Government of Puducherry, public, students and faculty members of institutions of U.T of Puducherry in Open Source Software (Mainly Linux) CCE has been approved as centre by Oracle University to conduct Oracle courses

Aim of the Project Proposal To Establish ICT Centre in Centre for Continuing Education, Pondicherry Engineering College. This includes – a production of maximum of 520 hours of interactive multimedia output for the courses offered by CCE, PEC (list of courses in the next slide) – establishment of a Computer Class Room Computer classrooms are rooms that require regular use of computers as part of the learning process. Examples include—but are not limited to– libraries, computer science classrooms and design classrooms

Objectives of the proposal Developing e-Content – To develop, create and contribute e-Content materials of the courses. For CCE, PEC – Initiating the movement for the development of in e- Content creation. – Development of partnerships between Pondicherry Engineering College and the IT industries in and around Puducherry for the continuous development of new content – To institutionalize on-line learning as a self-paced education anytime, anywhere and at no additional cost.

Objectives (Contd..) – Establishing Computer Class Room To provide high end workstations to students to view the e-Content of the courses in addition to the direct lectures To enable the students to use the rooms as e-classroom through which students can listen the lectures of the EDUSAT To enable the lecturer to conduct lectures with effective hands on session

Deliverables This project would deliver 26 e-Contents as specified above. – Each of the deliverable would run for about twenty hours. – In total, the project would deliver 520 hours of e- Content as detailed in the previous slides A full fledged Computer Class Room with – 30 desktop computers for students, – 1 instructor workstation – 1 high end server

Methodology e-Content Development This project would follow the standard procedures being followed by the reputed e-Content development companies for producing the e- Contents The Spiral Life cycle model will be adopted for development of e-Contents. The created modules will be thoroughly tested before the deployment for use.

Methodology (contd..) Establishment of a Computer Class Room The desktop computers, server computer, UPS and networking components will be procured The structured cabling will be laid out The Computers will be installed The e-Content and other necessary software will be loaded in the server

Time Frame for completion of the project For Delivering e-Content Time required for production of a single course – Script 8 Weeks – Peer Review 2 Weeks – Instructional Design 4Weeks – Course Development 4 Weeks – Testing and Revision 2 Weeks Total 20 Weeks For 26 courses time required would be 26 X 20 Weeks = 520 Weeks. If three production units could be established for production in parallel, the time required to produce e content would be 170 Weeks (approximately 3 years).

Time Frame for completion of the project (Contd..) For establishing Computer Class Room: – Procurement of Hardware 8 Weeks – Structure cabling 1 Week – Installation of Computers 1 Weeks – Other works 2 Weeks Total 12 Weeks However the establishing a Computer Class Room may be carried out simultaneously along with preparation of e-Content. Hence the project (creation of ICT centre) can be completed in 3 years.

Other Issues IPR & Copyrights – The Intellectual Property Rights (IPR) and Production Copyrights of the e-Content and other products developed shall rest with the Pondicherry Engineering College. Procedure for Monitoring the Progress of the Scheme: – A Project Monitoring Committee would be appointed by the Pondicherry Engineering College Principal Investigator Co-Investigators one faculty from Pondicherry University – This committee would meet every month and send the Secretariat of NME ICT, New Delhi for Information

Conclusion Proposal to set up ICT centre has been presented - 26 e-Contents will be prepared to cater the need of Official of Government of Puducherry, Private candidates and students at +2, diploma and degree level students - Computer Class room is proposed Given the opportunity the project will be completed successfully and this in turn will enhance the existing ICT content and delivery.
